The Core indicators library offers a standardised yet flexible framework for assessing outputs and outcomes across programmes and programme areas/funds under the EEA and Norway Grants Financial Mechanisms 2021–2028. Intended for use by National Focal Points, Programme and Fund Operators, Donor Programme Partners, Project Promoters, and the Financial Mechanism Office, the library serves as a practical tool throughout programme development and implementation. Indicators are mapped to programme areas/funds based on thematic relevance, with a deliberately inclusive approach to accommodate programmes that span multiple areas. Most indicators can be customised by target group or theme while remaining compatible with aggregation needs. Each indicator is accompanied by a brief definition, a methodological note, and a 'traffic light' system to indicate the expected level of reporting difficulty. The library is searchable by keyword, indicator code, or programme area/fund, using an outcome-by-outcome and output-by-output approach.
The library is primarily applied during programme design and for monitoring and reporting. At the design stage, the FMO supports the selection and integration of suitable indicators—combining core and programme-specific indicators as needed—based on the outcomes and outputs defined in each programme’s results framework and aligned with the areas of support from the Blue Book. During implementation, the use of core indicators ensures consistent reporting and facilitates aggregation of results across countries and sectors, helping to tell the results story of the Grants. The library is expandable—ongoing feedback during the programme development phase may lead to updates and additions.
