Core indicators guidance note - EEA and Norway Grants 2021-2028

This guidance note supports the use of the Core indicators library for the EEA and Norway Grants Financial Mechanisms 2021–2028 and should be read alongside the RBM Guidance. It provides practical instructions for National Focal Points, Programme Operators, Fund Operators, Donor Programme Partners and other stakeholders on selecting and applying indicators within programme results frameworks. The note also addresses more advanced topics, including indicator customisation, disaggregation by target group, and ethical data practices. It offers guidance on responsible self-identification, particularly for gender and Roma identity, alternative approaches to collecting sensitive data, and compliance with GDPR and the values of the Grants. The core indicators library is expandable, ongoing feedback during the programme development phase may lead to updates and additions.
