Description

The "Cávado + Igual" Project has as partners 6 Associated Municipalities, CIES-IUL (scientific entity) and KUN (international partner). It intends to materialize the 1st systematic and strategic approach of the CIM directed at the issues of equality and work-lfe balance, in terms of organizational management of the associated Municipalities.

  • Training of the team/staff specialized in IND in Cávado, focusing on knowledge and skills for development and planning, based on the principles of IND.
  • Involve municipal employees in the definition of measures by municipality that promote the balance of personal, professional and family life.
  • Create space for sharing of best practices and knowledge on work-life balance strategies and resources for the benefit of IND.
  • Evaluate the participants'' perceptions and knowledge on measures that promote equality and work-life balance in the Municipalities of Cávado.

Summary of project results

The Cávado + Igual project aimed to implement the first systematic and strategic approach by the Intermunicipal Community (CIM) to address equality and work-life balance issues in the management of its associated municipalities.

  • All 6 municipalities of Cávado actively participated in implementing project outputs such as diagnostics, municipal programs for work-life balance, and a best practices guide.
  • A survey was conducted among 3,775 employees across these municipalities and the CIM of Cávado to assess territorial dynamics.
  • Survey results informed the development of Diagnostic Reports for Equality and Work-Life Balance, Municipal Programs for Equality and Work-Life Balance, and an Inter-municipal Strategic Document, all scientifically reviewed and validated.
  • Additionally, a Best Practices Guide for Equality and Work-Life Balance was created to guide public and private organizations in fostering equal and balanced work environments.
  • Training activities were conducted internally within municipalities and externally, covering various sectors of local activity. A total of 296 professionals participated in these trainings, comprising 245 women and 51 men.
  • Gender mainstreaming was ensured in Municipal Programs for Equality and Work-Life Balance, the Inter-municipal Strategic Document for Equality and Work-Life Balance, and the Guide of Municipal Best Practices.
  • Specific indicators and targets were integrated into Municipal Programs for Equality and Work-Life Balance, along with relevant standards such as Portuguese Standard 4552:2016.
  • Evaluation methodologies were employed to assess changes in perception/behavior and acquisition of knowledge/skills, showing that a majority of participants experienced positive changes (more than 75% demonstrated positive changes in perception/behavior and/or knowledge/skills in the areas covered by training/awareness).

 

The project has made progress in reducing economic and social disparities and enhancing bilateral relations.

To address economic and social disparities, surveys assessed gender equality promotion and work-life balance, guiding targeted actions. The Municipal Gender Equality Index (IMIG) improved equal opportunities across municipalities. Local training sessions and workshops were crucial for sharing practical guides and promoting inclusive practices. Implementing Municipal Programs for Equality and Work-Life Balance aligned local standards with international norms, ensuring fair treatment for all.

In terms of bilateral relations, collaboration with the international partner has been impactful. Continuous engagement provided ongoing support and feedback from the donor country partner.

Summary of bilateral results

The donor country partner has been actively engaged in the project, providing continuous participation and real-time feedback. They have contributed through various means such as work meetings, email exchanges, participation in public events, and sharing promotional materials. Their involvement was particularly notable in the development of the Good Practices Guide on Equality and Work-Life Balance. Additionally, they played a crucial role in organizing and contributing to the project''s Final Seminar. The benchmarking mission to Norway, in particular, provided valuable insights into initiatives that promote more equitable and balanced work environments. This exchange of experiences has greatly enriched the project''s team knowledge and improved local practices.
