Programme Summary

Why is the programme needed? Despite some improvements in recent years, the relatively large backlog of unresolved cases remains a pressing challenge for the Croatian judicial system. As a result, the duration of legal cases remains high compared to the majority of EU Member States. In addition, the Croatian Strategy of the Development of the Judiciary 2013-2018 underlines the need to improve the infrastructure of the courts as a pre-requisite for improving the efficiency of the system. What will the programme achieve and who are the beneficiaries? The programme aims to improve the Croatian judicial system in compliance with European standards by developing the time management of court cases and the quality of the delivery of justice. How will it be achieved? This will be done by: •Developing and applying methodologies and guidelines in the field of judicial management; •Refurbishment and expansion of the existing Karlovac courthouse building, while also creating facilities for the persons with reduced mobility.   How will bilateral relations be strengthened? The Council of Europe is the designated Donor Project Partner and will share its expertise with Ministry of Justice. Who can apply for funding under this programme? There will be no calls under this programme, as the support will be channelled exclusively through one pre-defined project implemented by the Ministry of Justice. What are the partnership opportunities? The Programme Operator will facilitate the establishment of several partnerships between the project promoter and relevant institutions in Norway.
