Description

The project is needed to improve and increase knowledge and experience on hazardous substances and waste legislation of the persons in charge with implementing EU legislation in this field. Object: Strengthening the institutional capacity of environmental protection agencies from the South-Eastern development region and other public entities from the same region. Outcome: To prevent the adverse environmental effects caused by hazardous substances and waste. The project targets employees of public authorities in charge with implementation of EU legislation and strategies regarding hazardous substances and waste. Employees of public authorities, population and civil society, individual businesses and entrepreneurs will benefit by improving knowledge and skills on hazardous substances and waste. Athene Prosjektledelse AS will contribute at the activities regarding long-term courses -training logistic and project and quality management. InErgeo AS will contribute at the activities regarding long-term courses, plan the short-term training program, facilitate know-how transfer in hazardous substances and waste management, quality control. Hjellnes Consult AS will contribute at the short-term training program and develop it for 100 professionals from South-Eastern development region public authorities. The knowledge and skills of professionals from public authorities regarding hazardous substances and waste on environment and human health will be improved.

Summary of project results

The general objective of the project is strengthening the institutional capacity of environmental protection agencies from the South-Eastern development region and other public entities from the same region, having environmental responsibilities for implementation and enforcement of EU legislation and policies on hazardous substances and waste in order to ensure a better monitoring of their environmental and human health potential impact. • SPECIFIC OBJECTIVES: - Enhancing institutional capacity, facilitating collaboration between the Romanian public authorities and those of the donor state; - Raising awareness on hazardous substances and waste at regional level; - Minimizing the impact of the substances and hazardous waste on the environment and human health. • RESULTS: - Training and certification of 9 employees from public authorities in the ecotoxicology and toxicology field (long term training in Norwegian University of Life Sciences NMBU) - 2 pilot projects (toxicology and ecotoxicology) realised in SE Region - Awareness and information campaign for public authorities in SE Region regarding the need to implement the EU regulation in the chemicals and hazardous waste field and to monitor hazardous substances in the environment; - Short term training of 102 employees from public authorities on implementing EU regulation in the chemicals and hazardous waste field; - Awareness and information campaign for population and economic operators regarding the risks associated to substances and hazardous waste - Study visit in Norway for long term training participants - Exchange visit in Norway for 16 representatives of participants in short term training and Romanian partners - Brochure for public authorities – “Regulations regarding Hazardous Substances and Waste”. Summary of bilateral results

The partnership has improved the knowledge and skills of professionals from public authorities regarding hazardous substances and waste on environment and human health. Environmental Protection Agency Vrancea has performed the information and awareness campaign regarding the potential effects of hazardous substances and waste and has strengthened South-Eastern development region public bodies’ capability to apply EU legislation and strategies regarding hazardous substances and waste. Therefore, EPA Vrancea has benefited from the hazardous substances and waste knowledge and skills. Boost Global Innovation AS has contributed to achieve the activities regarding the logistic of long-term training courses from the project and the project quality management for the Norway partners. The partner has transferred management knowledge and benefit from the other management experience and has strengthened international cooperation between Romanian and Norway project partners. InErgeo AS has contributed to achieve the activities regarding long-term courses, to plan the short-term training program and facilitate know-how transfer in hazardous substances and waste management and quality control. It has assured knowledge transfer regarding hazardous substances and waste and strengthened international cooperation between Romanian and Norway project partners. Hjellnes Consult AS has contributed to perform the activities of the short-term training program developed for 100 professionals from the South-Eastern development region public authorities. It has improved the public authorities’ capability to understand and implement EU legislation regarding hazardous substances and waste in order to facilitate the decision-making process and has assured knowledge transfer regarding hazardous substances and waste.
