Description

The energy efficiency improvement and share increase of energy produced from renewable energy sources for heating and cooling purposes of buildings that are property of Pavlikeni municipality will contribute to establishment of sustainable and healthy social environment and higher everyday life and work standard for the population of Pavlikeni municipality. 1. "Bacho Kiro" Primary School, town of Byala Cherkva - implemented activities: Having established local boiler plant with new boiler using pellets, at power of 150,1 kW; Having established new water heating system - panel and aluminum radiators, equipped with thermo valves; Having installed 2 circulation pumps with frequency regulation and having also set a microprocessor system for automatic regulation. 2. Administrative building of Pavlikeni municipality, town of Pavlikeni - implemented activities: Having established local boiler plant with condensation boiler using natural gas, at power of 65 kW; Having established new double-pipe water low temperature heating system with fan coil units, radiators and rails; Having replaced expansion vessel; Having installed 2 circulation pumps with frequency regulation and having also set a microprocessor system for automatic regulation; 5. Having established a centralized system for cooling with chiller source of cool air, at power of 64 kW. 3. Home for elderly people, village of Karaisen - implemented activities: Having made a new boiler installation using pellets, at power of 46,5 kW; Having established a new heating installations - new pipe network and new aluminum radiators; Having established a new thermo pump installation for domestic hot water - 50 kW.

Summary of project results

The objective of the project is to improve energy efficiency by change of the fuel base and reconstruction of heating systems in Bacho Kiro Primary School, town of Byala Cherkva, Administrative building of Pavlikeni Municipality and Home for elderly people, village of Karaisen. The goal, referred to in the proposal, has been achieved with the implementation of the Pro-ject: The energy efficiency improvement and share increase of energy produced from renewable energy sources for heating and cooling purposes of buildings that are property of Pavlikeni Municipality to contribute to establishment of sustainable and healthy social environment and higher everyday life and work standard for the population of Pavlikeni Municipality. All indicators during the reporting period have been achieved. The indicators for Project performance and the objectives set out in the proposal can be evidenced by an energy audit conducted at the earliest one year after the introduction of energy efficiency measures. An indicator of the positive result achieved by the Project is the high degree of satisfaction of end users - students, teachers and staff of the school "Bacho Kiro", town of Byala Cherkva, employees working in the Administrative building of Pavlikeni Municipality; staff and residents at the Home for elderly people, village of Karaisen. As a result reduction of 196 CO2 t/year is achieved.

Summary of bilateral results

The Project was implemented as a result of fruitful cooperation and interaction between all stakeholders. Good governance, professionalism and good communication are the basis of the positive results. The set out objectives and the expected results had been achieved. Two Partners from a Donor State took part in the Project - Boost Global Innovation AS и Norsk Enøk og Energi AS, Norway. - Boost Global Innovation AS, Norway supported and assisted Beneficiary during the Project implementation, as well as very good organized the visit of the Bulgarian PMT team in Norway. - Norsk Enøk og Energi AS, Norway provided helpful hints and tips on the specific Project as well as on matters of principle relating to energy efficiency and renewable sources. During the visit on 01.03.2017 the Technical expert conducted training on Energy Efficiency topics and ESCO contracts to a team from Pavlikeni Municipality. Communication with Project Partners was done via e-mail and Skype - consultations on the action plan and timetable; consultations on the procedures for selection of contractors; coordination of the Interim technical reports; coordination of the visits of the Partners in Bulgaria, respectively of the representatives of the beneficiary in Norway and other attributable to the Project issues. On 01.03.2016 the Project management team of the Partners visited Pavlikeni Municipality. A familiarization/coordination meeting was held. The Partners took part in the Opening press conference on the Project with presentations. In the period 16.04.2016 г. – 20.04.2016 a team of the Project promoter visited Norway. A coordination meeting with the Project Partners was held. Together with representatives of the Project Partners the team of the beneficiary visited sites with high energy efficiency class - school, community, nursing home and kindergarten. The team visited the plant Lindum for waste treatment, town of Drammen, in the context of the program BG04 Energy Efficiency and Renewable Energy. On 10.11.2016 the PMT of the Partners visited Pavlikeni Municipality and took part in the official ceremony for opening of the site PS “Bacho Kiro”, town of Byala Cherkva. Greetings were delivered by Dr. Anna Stamati and Dag Erik Eilertsen. The Project Partners discussed current issues and prospects for future cooperation with the management team of the Project and the Mayor of Pavlikeni Municipality.
