Description
The purpose of the Project is reduction of oil shale as prime fuel for production of heat through the modernisation of a heat pipe network in Sillamäe, with the overall object of reducing the emissions of greenhouse gases in Estonia. Reference is made to the application dated 2 July 2007 and subsequent correspondence with the Focal Point dated 3 August 2007 and 24 August 2007. The completed Project shall include the following activities and results; - Preparation of plans for the removal of aboveground heat pipeline and replacement of the latter with a new underground pipeline at Ranna Street; - Preparation of the public procurement documents for removal of the old and construction of the new heat pipeline; - Entry into contracts with companies selected through the public procurement procedure for the heat pipeline; - Reconstruction of the heat pipeline; - Energy audit of the heat pipeline; - Publicity and project management. The Project Promoter is AS Sillamäe SEJ. The Project shall be implemented in partnership with the Sillamäe City Government and the Sillamäe City Council. The Focal Point shall ensure that the Project Promoter provides at least 40 percent of the total eligible project costs.
