Description

In 2014, 40,3% of the Romanian population was exposed to the risk of poverty or social exclusion, this percentage having a significantly higher value than the European average (24,1%). The Inter-regional discrepancies are also significant, since the North-Eastern Region is almost two times poorer than Bucharest-Ilfov Region. The objective is to reduce the social exclusion and vulnerability degree of children and their families from the North Eastern Region. Specifically, the project will improve the provision of social and educational services for isolated communities in the region. Within the project there will be created early education services in five isolated rural communities and it will be implemented and promoted a social intervention pilot service for isolated communities. The beneficiaries of the project will be 500 children from that will benefit of educational services and 300 families that will benefit of complex social services in their community. Through the partnership there will be conducted a research of the situation of the isolated communities in the entire region and the results will be disseminated to all interested actors

Summary of project results

The North-Eastern region of Romania remains one of the poorest regions in the EU, and its rural environment, through its specific features, seems to be condemned to perpetuate this model of poverty, low access to education and community services, leading to further administrative, geographical and cultural isolation. The project achieved its goal of reducing the degree of social exclusion and vulnerability of children from rural areas in the North-Eastern region and their families. The project team succeeded to increase the access to education for 846 children from 10 rural isolated communities, where educational services were not available or difficult to access (in Iasi County - Andrieseni, Dagata, Sipote, Golaiesti, Mironeasa, Tibanesti, Dobrovat, and in Vaslui County - Hoceni, Bogdanesti, Tacuta). 114 social and educational activities with the Mobile School were organised for the 846 children; 5 home kindergartens were established and 107 pre-school children benefited of more than 4,000 hours of early education; 96 parents benefited of 55 parental education sessions to improve their parental skills. The project also succeeded to make the social programmes and measures designed for people from isolated communities more efficient. A Mobile Clinique for Social Intervention was created. It consists in an inter-disciplinary team composed by policemen, doctors, social workers, psychologists, who went in rural areas and provided social and communitarian security services. With its help, 302 families in need received social services, a child regained her hearing and is able to go to school, 22 persons obtained identity papers, 47 persons benefited of medical care etc. Furthermore, an ample research covering the entire North-Eastern region was conducted - the "Diagnostic study regarding the needs of social services and communitarian security services in the rural environment" identified the needs to be addressed in order to reduce social discrepancies between the rural and the urban environment but also to align the Romanian village to the functional requirements of the European village. The results of the study were made public in a regional conference attended by representatives of the local, regional and national public authorities.
