Description

The main objective of the project is to strengthen the structures and departments of the Border Guards conducting operational intelligence and investigative activities and intensify the Border Guards’ participation in combating cross-border and organised crime, including trafficking in human beings and fight against itinerant criminal groups. The project constitutes a set of mutually related actions aimed at: improving the skills of Border Guards officers relating to: criminalistic techniques, the use of technologies supporting the criminal analysis process (Analysts Notebook, Ibese applications), the use of polygraph expertise for litigation purposes. Supplementary actions have also been planned to enable the exchange of experiences and good practices (the International Symposium of Criminalistics Experts, seminars on criminal analysis and “Integrated Border Management” workshops).

Summary of project results

The core goal of the project was to strengthen structures of the Border Guard, institution that is responsible for preliminary investigative operations and intensification of its activities in organized and cross-border criminality preventing and combating, including trafficking in human beings and the migration of criminal groups. The goals were achieved by enhancing abilities of the service in preventing and combating as well as by development of structures, systems and technical assistance to strengthen the achievements of Schengen Zone. By the specific form of the project (trainings of so called multipliers, inclusion of the Police representatives and international spectrum of activities, including inclusion of delegates from European border and migration services e.g. from Romani, Croatia, Slovakia, Latvia, Lithuania, Estonia and Finland) the outputs of the activities have covered broad groups of stakeholders and the high level of its universal transferring. In the frameworks of the project several activities have been completed and 341 participants took part. To achieve all the goals many means have been used: - Professional trainings and courses for criminal technics (30 participants), on drugs and psychoactive substances recognition (43 participants), concerning forgery of documents ( 47 participants), on criminal analysis (23 participants), related to the use of polygraphs, (12 participants) - Symposiums and international seminars: Symposium of Criminal Experts in Ketrzyn (85 participants); Local and International aspects of cross-border criminal activities (40 participants); Use of criminal analysis tools in proceedings against perpetrators (37 participants) - International workshops: “Integrated Border Management” (24 participants).
