Description

The municipality of Ostroda and the surrounding area face high rates of unemployment, emigration particularly of the highly educated workforce as well as economic marginalisation of the region. The municipalities intend to deal with these challenges by developing strategies to enhance the attractiveness of the region for residents, business and tourists. Main project results will be the measures taken with a view to implementing development paths indicated in the strategy of the functional area. The strategy will become a starting point for updated or newly prepared strategies of particular partners as well as planning and technical documents for the future enterprises. Probable focus areas will tackle investment and competitiveness of the region as a direct and most efficient tool fighting unemployment.

Summary of project results

The aim of the project was to achieve greater social and economic cohesion of territorial units forming the Ostroda-Ilawa Functional Area by developing mechanisms of effective co-operation between local governments, NGOs and entrepreneurs to make joint decisions concerning the Area and solve the problems that are relevant to them. The partnership has been established between Ostroda Municipality, Ilawa Municipality, Morag Municipality, Milomlyn Commune, Ostróda Commune, Ilawa Commune, District Ostróda and non-governmental organizations. Integrated Strategy for Socio-Economic Development Ostróda-Iława Functional Area for the years 2015-2025 was developed, providing a range of integrated measures to address the problems identified in the diagnosis of the functional area. All projected products and results have been achieved and strategic documents have been developed as well. As a result of the project implementation, a total of 24 design and planning documents were developed to support the socio-economic development of the area. The design documents concerned the development of investment areas, the modernization of county roads and the construction of bicycle paths. Some of the developed projects have already been implemented. The developed documentation also helps in obtaining funds from European Funds. In addition, the implementation of the project contributed to the development of cooperation mechanisms in the area of joint recognition and problem solving beyond the boundaries of one municipality, and will improve the quality of services provided by local governments. Within the framework of the project, products and results were achieved, including the Partnership document and strategic documents. There were also individual design and planning documents. Activities related to the further functioning of the Partnership (study tours, joint training) are undertaken.The activities undertaken were widely consulted with the public in order to maximize the involvement of individual stakeholders in the process of creating the Functional Area.
