Description

The main objective of the Project is strengthening the cooperation between Lithuanian and Norwegian partners in the areas of management of public services provision processes and increasing the efficiency, encouraging transparency and efficiency of management of municipal institutions’ activities and further cooperation.During the project several actions will be implemented: trainings in the areas of management, planning, organization of processes of provision of public services and ensuring the activity indicators; cooperation and taking over the good experience from the activities of the Norwegian partners, encouraging sharing the expert knowledge, preparation of recommendations as regards ensuring efficiency of public services processes and ensuring the quality of activities, preparation of strategic recommendations as regards accessibility and quality of medical services and organization of medical care and social services at home and preparation of plan of measures for development of cooperation with the Norwegian partners. Additionally, other activities, relating with development of municipal employees’ functions, expert competence and overall understanding in the areas of corruption and social responsibilities are foreseen to be performed.

Summary of project results

The development of capacities in the areas of public service quality management is based on the theoretical principles of evidence-based governance, the essence of which is the adoption and application of managerial decisions and organisational practices based on collected performance assessment evidence and indicators. There was a need to assess the current situation and improve public administration processes, which are facing the challenges of service complexity, to adjust different interests from the variety of target groups in Lithuania. These issues were addressed through implementation of various Project activities. The first part of the project activities involved training sessions for the local authorities’ institutions and public institution specialists, mainly focusing on the areas of public service management processes and performance indicators. Another important part of the activities was related to the cooperation and adoption of best practices from Norwegian partners, including experience from state authorities, municipal and regional governmental administrations level as well as social partners. The third part of project activities developed the pack of recommendations for ensuring the efficiency and quality of public service processes on municipal level. In addition, the Lithuanian Regional Research Institute experts prepared the strategic recommendations on the availability and quality of health care treatment services on local government level.

Summary of bilateral results

While implementing project and in order to achieve project goals experience and expertise from Hordaland county council and Western Norway Research Institute specialists gave big added value, and especially in arranging workshop programs for the project target group. Project results will be important and useful for the Norwegian partners as well, as the project activities are novel and could have practical benefit for the implementation in Norwegian public administration institutions municipal and regional level.
