Description

Starting in 2016, local municipalities are preparing to establish volunteer firefighting units and ensuring the possibilities for proper training is very important. Due to lack of infrastructure for such training grounds and the economical disadvantages of creating local training facilities, the project reaches to cooperate with specialists from Kingdom of Norway in gaining the needed experience for setting proper professional training units for the best possible result. A study will be conducted to research the weakest sections of firefighting training in Lithuania and the collected data will be used to prepare new and improved instructions for personnel, responsible for firefighters training. For training in hazardous conditions, a mobile training module will be purchased, allowing to ensure proper training grounds at any needed location, as well as new sets of special clothing and breathing equipment, to ensure safe, but realistic environment for proper training. Alongside with the mobile equipment, one new training and testing facility will be prepared, featuring the needed inventory. All of this infrastructure and inventory is crucial to ensure proper conditions for firefighting training, concerning these groups: volunteer firefighters, junior firefighting squads, municipality firefighting specialists and national firefighting service specialists. This sort of training improvement will allow equal professional training for all of the brigades that will lead to better co-operation in times needed.

Summary of project results

Till year 2016 in Lithuania there were only professional firefighters and there was a need for more capacities of firefighting. The implemented project let to create and establish new sorts of fire fighting units, which can improve the physical and professional training for specialists and by that, allows better and more professional help for the public community in cases of disaster. After a study of weakest sections of firefighting training in Lithuania, the collected data was used to prepare new and improved instructions for personnel, responsible for firefighters training. Trainings using mobile training module, allowing to ensure proper training grounds at any needed location, were implemented. The volunteer firefighters, junior firefighting squads, municipality firefighting specialists and national firefighting service specialists have improved their capacities. The strenghten capacities allow equal professional training for all of the brigades, that leads to better co-operation in times needed.

Summary of bilateral results

Oslo fire and rescue service has great experience in organizing firefighting activities in Kingdom of Norway and shared it’s knowledge with project partners. The partner prepared national firefighting situation study and instructions for further and better training of firefighters instructors in Lithuania as it can depend on the long-term experience available. Partnership assured the share of knowledge and experience between partners and improved quality of the project results.
