Description

The project addresses the need for more active and long-term measures for social protection of disadvantaged people by developing a monitoring system which contributes to the quality of the provided social services. The project aims at enhancing the capacity of NGOs in Burgas region to monitor the community-based social services and be involved in social policy-making. First, the provision and monitoring of community-based social services will be studied on-site and analyzed. Second, a monitoring toolkit for NGOs and a training programme will be developed. The programme will include 3 modules on the legislative framework on social services, approaches to community-based social services and development of local social policies. Third, 20 members of 10 NGOs in Bourgas Region will be trained. The project will impact the main target group of 10 NGOs but will also benefit the other social services providers and users in Burgas region.

Summary of project results

The project addressed the need for more active and long-term measures for social protection of disadvantaged people by developing a monitoring system which contributed to the quality of the provided social services. The project enhanced the capacity of NGOs in Burgas region in terms of organisational and managerial development through activities for evaluation, analysis and monitoring of social service practices. The provided survey analysis helped to develop and enrich the organisational capacity of NGOs as social service providers and important social partner of the public administration at regional and local level. The results with reference to the target groups of the project are: 10 NGOs from Burgas region were informed and motivated for participation in the project; the awareness of the need for involvement of 10 NGOs from Burgas region for professional provision and quality monitoring of social services was raised; different approaches for initiating, providing and monitoring of community based social services were studied and analyzed; involvement of surveyed NGOs with the position to achieve more active and long-term measures for social protection of disadvantaged people by developing a monitoring system using tools delivered by the project, which contributed to the achievement of quality provision of social services; the capacity of 10 NGOs for management and monitoring of social services through the involvement of 20 representatives in a 3-modular training programme was developed and strengthened.
