Description

The project addresses the need for greater involvement of NGOs in local social policy development in Karnobat Municipality. The project aims at greater NGO contribution to local policy and decision-making through the setting up of Civil Forum for Social Affairs (CFSA). First, the potential members of CFSA will be identified among the stakeholders after a series of meetings and interviews with them. Second, 20 volunteers will be elected as members and CFSA will be set up. Third, the CFSA members will be trained to develop their skills for teamwork, strategic planning and needs assessment and advocacy. Fourth, the needs of at least 80 users of social services will be analyzed through questionnaires. Finally, a mid-term welfare program for the integration of vulnerable groups and minorities will be developed and presented at a round table. The project will benefit the NGOs, the vulnerable people in the local community, decision-makers and the community in general.

Summary of project results

The project drew on the need of an environment enabling people from vulnerable groups to stop being dependent and doomed and a Civil Forum for Social Issues was set up in Karnobat Municipality. The project achieved its goal and the new Forum analyzed the needs for support of the vulnerable groups, discussed and proposed various ways of involvement of civil organizations in the process. The project benefits for the target groups have two dimensions: (1) a social one, as vulnerable people will be able to try on new behaviour and cooperate with each other and they can take part as responsible citizens in their communities and keep the processes in future as well; (2) a political one – the setting up of partnerships between the stakeholders at municipal level will attract other stakeholders to the process and push the process forward. The agreements drafted and signed on local level and the drafted and adopted Midterm Sofia Programme for social integration of vulnerable groups and minorities in Karnobat Municipality will also support the process to continue.
