Description

The project will be implemented by: the leading municipality of Rudozem and the project partner-municipalities Devin and Madan, the NGO Club “Economika 2000”, NGO "Club za zeleni politiki" and IOWA AS – Norway. The project covers the territory of the three municipalities and has a duration of 20 months. The main objective of the project proposal is: To improve the state of the environment and to mitigate the effect of pollution and climate change by increasing the capacity of local communities in the three municipalities, and indirectly in other municipalities, to reduce greenhouse gas emissions to adapt to the changing climate. The objective of the project proposal will be met in a concrete and consistent way through the implementation of the eight planned project activities. The first project activity relates to project management and organization. The other activities are envisioned to: six of the activities will include measures relating to adaption to climate change (Activities 2, 3, 4, 5, 6 and 8) and six of the activities include measures relating to mitigation of climate change (Activities 2, 3, 4, 6, 7 and 8).

Summary of project results

The main result from the implementation of A2 is: improved skills and expertise of at least 30 municipal specialists in total from the 3 municipalities and of at least 20 representatives in total from the Municipal Climate Committtes in the field of climate change adaptation and mitigation as well as increased capacity of the local communities to reduce emissions and to adapt to climate change, which contributes to the fulfillment of the goal of the Program for “improved status of the environment in the ecosystems and reduced effect of pollution and other activities of men”.

The main result of the implementation of the Research and dissemination of good practices of a donor country for climate change mitigation and adaptation is acquired and increased knowledge and expertise of municipal officials with regard to good practices from the donor country in the field of climate change and how they can be applied in Bulgarian municipalities. The acquired knowledge will be used by municipal experts in the preparation of municipal strategic documents and projects for mitigation and adaptation to climate change. The specific results of the implementation of the activity are: - conducted demonstration training for presentation of good practices from Norway for the implementation of climate change mitigation and adaptation measures; - prepared and disseminated report with good practices in the field of climate change mitigation and adaptation in English and Bulgarian, uploaded on the official website of the project and presented to the Municipal Climate Committees.

A specific result from the implementation of the activity will be the elaboration of three plans for climate change adaptation – one for each of the municipalities Rudozem, Madan and Devin, which will be submitted for approval by the respective Municipal Committees. In addition, the structure of the plans will be elaborated and uploaded on the official project website, which will ensure the sustainability of the project results, since the utilized structure may be used by other municipalities in Bulgaria as well.

The result from the implementation of the activity are established Municipal Climate Committees in each of the three municipalities, which would ensure increased capacity at the local level to plan and implement measures for climate change mitigation and adaptation by the respective municipality. The final products from the implementation of the activity will be: identified stakeholders, members of which will participate in the establishment of the Municipal Committees; founded three Municipal Climate Committees – one in each project municipality; elaborated annual activity report for each of the Municipal Climate Committees – one for each committee.

The specific product of the implementation of the activity - 12 delivered electrical bicycles and 3 installed charging stations with solar panels, is a necessary condition for achieving the objectives of the project as it will visualize the results of the project in the most direct and accessible way to the citizens. Furthermore, the delivered and installed equipment will help increase the capacity of local communities to adapt to climate change, as electric bicycles will be used in the daily work of municipal inspectors, which will be visible to all citizens. On the other hand, the measure will be a good example for citizens and businesses to use a more sustainable way of mobility compared to road transport.

Increased the skills and expertise of at least 30 municipal specialists in total from the 3 municipalities and at least 20 representatives of the Municipal Climate Committees in total, in the field of climate change mitigation and adaptation. Increased the ability of local communities to reduce emissions and adapt to climate change.

Acquired and increased knowledge and expertise of municipal employees regarding the good practices applied by the donor country in the field of climate change, how they can be implemented and applied in Bulgarian municipalities and the environmental and other benefits from them.

Developed draft matrices for collecting and subsequent assessment of the necessary information, and for each municipality, reports on the analytical review of strategic program documents of the municipalities with main conclusions and recommendations were prepared. A comparative report on the status of the municipalities in terms of their program orientation towards policies for climate change mitigation and adaptation was prepared.

A study of various strategic documents in the field of climate change was carried out, including EU Climate Change Adaptation Strategy, European Green Deal, National Climate Change Adaptation Strategy.

A review of guidelines, instructions and requirements for the development of strategic documents for climate change mitigation and adaptation at national and international level has been carried out to identify good practices, including the three parts of the Covenant of Mayors Sustainable Energy and Climate Plans manual. A structure for a municipal climate change adaptation plan has been prepared.

Municipal Climate Committees have been established in each of the three municipalities, which will ensure increased local capacity to plan and implement climate change mitigation and adaptation measures for the respective municipality.

A study of good and effective public awareness practices has been carried out, an analysis of implemented and planned public awareness measures by municipalities has been developed.

A comparative report on the status of municipalities in terms of their program orientation towards climate change mitigation and adaptation policies has been prepared.

Summary of bilateral results

The partner IOWA AS from the donor country Norway is committed to the implementation of activity 3 "Research and dissemination of good practices of a donor country for climate change mitigation and adaptation.The Norwegian partner conducted a training to present good practices from Norway for implementing climate change mitigation and adaptation measures, which are implemented by local authorities and other public or private organizations. Representatives of all three municipalities, the Economy 2000 Club and the Green Policies Club association participated in the training.
