Description

As part of the project, we will monitor how municipalities implement tasks related to counteracting animal homelessness. Our goal is to improve the quality of implemented activities and disseminate good practices in terms of preventing animal homelessness, improving safety of residents and protecting biodiversity. The monitoring will collect information on the functioning of municipal programmes of care for homeless animals. Data will be gathered through access to public information, as well as from local NGOs and activists dealing with animal care. In addition, we will check the conditions at animal shelters and clinics cooperating with the municipalities on a contractual basis. Together with local organisations and external experts, we will develop proposals for changes in the way homeless animals are cared about. These proposals will be submitted in the form of applications, petitions or resolution initiatives to the municipal authorities. The project will contribute to the reduction of negative phenomena and prevention of animal homelessness. We will disseminate good practices concerning both the programmes of care for homeless animals and their implementation. Thanks to this project the cooperation between local NGOs and animal activists will also be improved.

Summary of project results

"Quadruped monitoring" covered 40 communes of Podkarpacie. The aim was to identify good and bad practices in local government activities for animal protection and counteracting animal homelessness. It should be emphasized that both of these tasks are the obligations of municipalities resulting from the Act. We tried to find systemic solutions to the problem and check whether municipalities fulfill their obligations well.

Monitoring covered the activities of municipalities in 2021 and 2022. We conducted an educational campaign. As a result of the activities, a report was created highlighting bad practices and proposing positive solutions. Applications were sent to each commune with proposals to improve activities adapted to the situation in a given commune. We conducted training on contacts with the media, animal rights and tools for citizens to influence the authorities. We provided advice and even direct interventions regarding the most difficult situations and negligence of offices. We trained a group of 20 volunteers in total in the field of animal rights, influence tools and cooperation with the media. Among the greater successes, it should be emphasized that we counteracted violations of the law in the communes of Korczyna and Komańcza, including direct assistance in obtaining support for the commune. Korczyna in saving over 20 homeless kittens by volunteers. Applications addressed to municipalities and the published report contributed to changes in municipal programs for animal care and counteracting animal homelessness in several municipalities.
