Description
The main objective of the project proposal is to increase the capacity and to improve the mechanism of interaction between national institutions and non-governmental and international organizations working in the field of asylum and migration (with a focus on working with unaccompanied minors). The accomplishment of the objectives and expected results is planned to be achieved through a set of complex and well-balanced activities:
- development of analytical reports with foreign practices in the field of asylum and migration;
- development of profile of unaccompanied minors (UAMs) in Bulgaria;
- development of recommendations for improvement of the mechanism for cooperation and interaction of the competent institutions in the management of activities with UAMs that will be systematized in a separate legal act.
- stakeholder consultation meetings;
- creation of a manual and training materials with guidelines in the field of asylum and migration, with a focus on working with UAMs;
- conducting 8 two-day trainings for stakeholder capacity building;
- developing a web-based innovative tool. In addition to these activities, project management and information and publicity activities are planned.
The scheduled measures are expected to cover directly at least 200 representatives of the target group - employees of national institutions and non-governmental organizations working in the field of asylum and migration, and through dissemination and publicity activities, as well as through planned multiplication and sustainability measures, an additional 10,000 people (including unaccompanied minors) will be reached directly and indirectly.
Summary of project results
The implementation of the project was successful, without any tangible challenges/problems.
The only challenge that the project team has experienced was that the developed recommendations for improvement of the mechanism for cooperation and interaction of the competent institutions in the management of activities with UAMs, systematized in a proposal for separate legal act (draft propоsal of "Ordinance on the interaction between the competent authorities regarding UAMs - citizens of third countries" and a draft of the "Law on Amendments and Supplements to the Law on Foreigners in the Republic of Bulgaria") that has been sent to the competent institutions with the aim of reforming/supplementing the existing regulatory framework and further developing the policy and legal framework in the field under consideration, did not receive any feedback from the institutions.
Due to their vulnerability, UAMs require specific and appropriate protection. Therefore, the project has been specifically designed and implemented to address this special concern of the programme and focus on ensuring a safe and protective environment for UAMs in line with the principle of the best interests of the child. In this aspect the project achieved its main goal to increase the capacity and to improve the mechanism of interaction between national institutions and non-governmental and international organizations working in the field of asylum and migration (with a focus on working with unaccompanied minors). The planned objectives and expected results have been achieved through a set of well-balanced activities:
- Recommendations for improving the mechanism for cooperation and interaction of the competent institutions in working with UAMs:
- Development of analytical report with foreign practices in the field of asylum and migration;
- Development of analysis of the profile of UAMs in Bulgaria;
- Development of recommendations for improvement of the mechanism for cooperation and interaction of the competent institutions in the management of activities with UAMs that have been systematized in a proposal for separate legal act;
- Stakeholder consultation meetings;
- Capacity building of the stakeholders in the asylum and migration sphere:
- Creation of a manual and training materials with guidelines in the field of asylum and migration, with a focus on working with UAMs;
- Conducting 8 two-day trainings for stakeholder capacity building;
- Development of a web-based innovative tool – “referral pathway” in working with UAMs
All indicators for Programme Component have been successfully achieved and exceeded:
- Number of staff of national institutions, NGOs and international organizations trained in the field of asylum and migration (target value – minimum 200; target achieved: 212).
- Number of events (seminars, trainings etc.) in the field of asylum and migration (target value – minimum 12; target achieved: 12).
- Number of specific procedures and standards for referral, reception, care and guardianship/representation of UAMs developed and/or implemented (target value – minimum 1; target achieved: 1).
The project results had an impact on the target groups within the project period and will have a lasting impact on them after the completion of the project. The 8 conducted trainings and the developed training materials and manual contributed to the capacity building and strengthening cooperation among relevant institutions and organizations. The trained representatives of the target groups will have the opportunity to subsequently train other colleagues. The developed draft proposal with recommendations for improving the mechanism for cooperation and interaction of the competent institutions in managing activities with UAMs contributed to the elaboration of proposals for further development of the policy and the legal framework in the field of asylum and migration.
It is possible that the benefits of the project for the target groups will continue to exist after the end of funding through the developed web-based tool and manual, as well as through the development of the draft proposal of a separate legal act.
After the completion of the project the results of the project are subject to upgrading through the envisaged possibility to update the developed web-based tool – “referral pathway” in working with UAMs
