Description

The ‘One Stop Shop for Zero Waste - Local communities support circular economy’ project under the Environment Protection and Climate Change Programme, financed by the FM EEA 2014-2021 aims to introduce effective schemes for separate collection and utilization of household waste (paper, glass, metal, hazardous household waste, electrical equipment, textiles and green waste) in two municipalities - Kameno and Karnobat. The main objectives are the reduction of the waste generated and improvement of the qualities of the living environment in the two municipalities. This will include an evaluation of the consumption patterns in terms of waste generation, the specific characteristics of the local communities, waste flows and management capacities.

 The project will also use the Norwegian experience to create municipal drop off sites for separate waste collection and establish a pilot model for public - private partnership introducing a local deposit system to foster separate collection of packing waste. Project activities include among others, the establishment of mobile centres for separate collection of household waste and provision of containers for green waste; as well as information campaigns for the public- information campaigns, press conferences, project Web site and an Interactive map with sites for separate waste collection, e-brochure for the project, campaigns in social media and measures for visualization aiming to achieve greater publicity and awareness.

Summary of project results

The project addresses the introduction of  municipal schemes for separate collection and utilization of household waste (paper, glass, metal, hazardous household waste, electrical equipment, textiles and green waste) on the territory of two municipalities - Kameno and Karnobat.

The project included the following activities: 1. Project management activities, preparation of documents and implementation of public procurement procedures, audit; 2. Development of a model for assessment of consumption patterns; 3. Introduction of municipal schemes for seperate collection of household waste including mobile centres for seperate collection, system of containers for green waste; 4. Pilot project for PPP to stimulate seperate collection on the territory of the Municipality of Kameno; 5. Infrastructure for utilization of seperate collected green waste for the two municipalities; 6. Information and communication activities to promote project results and the contribution of the FM of the EEA - information campaigns, press conferences, project Web site and an Interactive map with sites for seperate waste collection, e-brochure for the project, campaigns in social media and measures for visualization.

The project results were related to reduction of the waste generated and improvement of the qualities of the living environment in the two municipalities thus contributing to the objectives of the national policies and the Environmental Protection and Climate Change programme of the FM of the EEA. The following specific objectives of the project have been defined: 1) Establishing and functioning of effective and tailored to local specificities municipal schemes for separate waste collection; 2) Increasing quantities of separate collected waste and reducing the risk of depositing and 3) Enhancing active participation of local communities in the process of implementation of policies and models for sustainable waste management.
