Description
The project envisages the implementation of activities related to improvement of the competence of municipal employees in the planning of climate change mitigation and adaptation measures. The improvement of skills and expertise at local level is essential in order to review and evaluate the effectiveness of their strategic plans and measures already taken, as well as to facilitate their efforts to identify gaps in climate change mitigation and adaptation actions, including to reduce greenhouse gas emissions and actions in extreme weather events.
Through various trainings available to the municipal officials on topics related to the planning of measures for mitigation and adaptation to climate change and evaluation of the effectiveness of existing strategic plans and measures, municipal officials will be able to acquire knowledge and skills needed to define and apply corrective measures in case of deviation and or non-compliance with the measures, set out in their strategic documents.
The project envisages the development and implementation of measures for climate change mitigation and adaptation in the energy sector as well as the dissemination of good practices. In relation to that, in Galabovo Municipality will be designed, delivered and installed a roof photovoltaic system for the municipal building. This measure implements goals of the National Plan related to the „Energetics “Sector - inclusion of resilience to climate change in design and engineering. It also corresponds to the Long-Term Program of the municipality for promoting the use of energy from renewable sources.

Summary of project results
The objectives of the project were related to the implementation of activities related to improvement of the competence of municipal employees in the planning of climate change mitigation and adaptation measures; improvement of skills and expertise at local level in order to review and evaluate the effectiveness of their strategic plans and measures already taken, as well as to facilitate their efforts to identify gaps in climate change mitigation and adaptation actions, incl. to reduce greenhouse gas emissions and actions in extreme weather events; development and implementation of measures for climate change mitigation and adaptation in the energy sector; dissemination of good practices by Donor States in the field of climate change adaptation; building effective partnerships with donor countries.
Under Activity 2 of the project plan for implementation were organised trainings for municipal oficials. The topics of the trainings were related to the planning of measures for mitigation and adaptation to climate change and evaluation of the effectiveness of existing strategic plans and measures, in order to acquire knowledge and skills that will enable municipal officials to define and apply corrective measures in case of deviation and / or non-implementation of the measures, set out in their strategic documents to reduce the impact of climate change on the quality of life and health of the population and to deal with natural disasters occurred as a result of climate change and introducing innovations to reduce their impact. In addition, as part of the implementation of the measures for mitigation and adaptation to climate change two photovoltaic systems were designed, delivered and installed and municipal lands in Stambolovo municipality were afforested. The indirect results of the implementation of this activity were related to laying the foundations for building collective self-awareness of the population of the three municipalities, related to the implementation of measures for mitigation and adaptation to climate change, including at the level of individual households.
As a result of the implementation of the project, three measures for mitigation and adaptation to climate change were introduced. Two photovoltaic systems were designed, delivered and installed and municipal lands in Stambolovo municipality were afforested. The indirect results of the implementation of the activity will be related to laying the foundations for building collective self-awareness of the population of the three municipalities, related to the implementation of measures for mitigation and adaptation to climate change, including at the level of individual households. In addition, as part of the implementation of the measures for mitigation and adaptation to climate change two photovoltaic systems were designed, delivered and installed and municipal lands in Stambolovo municipality were afforested.
Moreover, the level of trust between the cooperating organizations from the Beneficiary States and the donor countries was increased and the degree of satisfaction with the established partnership was measured and reported. A presentation was prepared and presented to the municipal councils of the three Bulgarian partner municipalities, to the mayors of other municipalities in Bulgaria and to the public, presenting good practices in the field of adaptation to climate change, applied in Norway. There was organised one trip for exchange of experience and good practices of the team from Bulgaria to Norway - 4-day trip for 5 people (manager, three coordinators and one official representative of the municipality of Galabovo).
Summary of bilateral results
The project activities implemented several components in different stages by the Municipality of Galabovo and the Norwegian partners, namely: first of all, development of a presentation on good practices in the field of climate change adaptation by the Norwegian partners, which was presented to the municipal officials of the three municipalities and the public during the informational events under the project. As a result, municipalities were able to identify future innovative measures and seek funding for specific projects in the field of adaptation to climate change. Secondly, realization of one trip of the team from Bulgaria to Norway: 4-day trip for 5 people. The aim was to participate in a meeting to exchange experiences and conduct a two-day demonstration training, which was conducted by the Norwegian partner. And thirdly, organization and implementation of two campaigns for dissemination of good practices of the donor countries: one campaign for mayors of Bulgarian municipalities (holding an event to officially present the results of the project, the presentation of Norwegian good practices and was exchanged experience of municipalities in relation to risks and vulnerabilities from climate change and adaptation and an information campaign among the local population.
