Description

The project is needed to help one of Estonian municipalities to address and mitigate the impacts of climate change. By establishing a roadmap for climate neutrality for City of Rakvere, project is helping the municipality to develop necessary policies and administrative processes for better energy management and climate adaptation. Establishing City of Rakvere as a climate forerunner, the project is empowering the municipalities in Estonia to take the initiative in fulfilling the national climate goals.


The objective is to establish a climate and energy plan for City of Rakvere for evaluating and reducing the energy consumption and adapting to climate change. With the help of the climate and energy action plan, City of Rakvere will reduce the energy consumption and carbon emissions by 40% for 2030 and will become climate neutral by 2035. Using the modified Sustainable Energy and Climate Action Plan methodology (developed by European Commission and Covenant of Mayors Office), project will develop a climate and energy action plan for City of Rakvere. This document will assess the local energy flows and their climate impact using quantitative analysis across the main sectors of the local economy. In cooperation with the local community, document will set up a plan for reducing energy consumption and correlating impacts for 2030 and achieve climate neutrality by 2035. Document will also include measures for mitigating the effects of energy poverty and for empowering energy communities. Climate risk and vulnerability assessment will be included.
