The purpose of the Võru county''s energy and climate plan is to describe the objectives and activities in the 8 areas listed in the guidelines for the analysis of energy and climate issues, through which the impact on the environment and climate can be reduced.
The county plan brings together activities carried out across the county and to be solved by local municipalities. The plan formulates goals and activities that can be solved at the county level and by the local municipalities level. The plan must reflect the objectives and action plan until 2030 and the general trends of the county until 2050 (overview of national strategies).
It must be possible to extract objectives and activities from the county plan as input to the local municipalities development plans for each local municipality separately. The action plan must include the references needed to prepare applications for funding to meet the objectives.
The aim of the project is to prepare a climate and energy plan for Võru county.
The Võru County Climate and Energy Plan contains activities that are necessary to be carried out together with local municipalities and in their mutual cooperation, as well as planned objectives and activities in the climate and energy sector in each specific local municipalities by themselves, taking into account 8 areas: health, social welfare and rescue capacity; land use and planning; natural environment; economy, including green public procurement and the circular economy; bioeconomy; community, awareness and cooperation; infrastructure and buildings; energy and security of supply.
As a result of the project a county climate and energy plan will be completed which includes the county plan and the plans of 5 local municipalities of the Võru county. Extracts from the county plan will be received by the local municipalities of the Võru county, which will supplement the objectives and activities in the climate and energy field of the local municipalities’ development plans.
Summary of project results
All the activities have been completed, the climate change and andaptation plan has been drafted and verified.
