Description
This initiative aims at strengthening the existing collaboration among Romania and Norway in the area of the correctional services (prison and probation) and initiating new ones in order to create the framework for implementing the “learn-see-adapt” principle. Thus 4 representatives of the National Probation Directorate -NPD and National Administration of Penitentiaries - NAP (i.e. 2 representatives each) together with 4 representatives of Norwegian Correctional Service (KDI) will attend the 20th Annual Conference of the International Corrections and Prisons Association (ICPA) “Beyond Prisons
Summary of the results
Two representatives of the National Probation Directorate and two representatives of the National Administration of Penitentiaries participated to the 20th Annual Conference of the International Corrections and Prisons Association (ICPA) “Beyond Prisons: The way forward”. The event was organised in Montreal, Canada, during 21-28 October 2018 and it was also attended by two representatives of the Norwegian Correctional Services (KDI), donor programme partner of the „Justice” Programme.
By attending the conference, the Romanian and Norwegian representatives have increased their knowledge on the latest evolutions and practice used to work with the convicted persons and exchanged experience and best practice on the topics of the event (management/leadership and means of ensuring a successful reform of the correctional services, modern tools of working with the offenders, etc.). The two delegations also presented the successful Romanian - Norwegian cooperation within the previous Norwegian Financial Mechanism (NFM) 2009-2014, which can be considered a best practice model. The Romanian and Norwegian specialists discussed the status of the bilateral cooperation as regards the implementation of the projects financed under the NFM 2014-2021 and the possibility of creating synergies between these projects and similar initiatives carried out by other states (Bulgaria, Poland, Czech Republic etc.) and financed by EEA and Norway Grants.
