Northeast DSO region is significantly affected by climate change. The area is hit by extreme weather phenomenons - drought, flash floods, windstorms, water and wind erosion, heat waves. Landscape and soil degradation brings loss of biodiversity as well as loss of soil fertility, intensification of agricultural production also endangers the landscape, soil, ground and surface water; extreme weather has a negative impact on safety and health of the inhabitants, as well as on energy safety in the region. All these deep impacts are showing in the economic field - such as lesser output of agricultural production including winery, higher expenses to secure the public services (habitability of public space, conditions for basic mobility of the residents, their health and the quality of their lives) and worsening conditions for businesses, especially tourist industry. The intended adaption strategy will determine systemic framework for bigger advancement for better resilience of the area against displaying changes of climate through adaption measures and lowering the DSO’s contribution to climate change via mitigation strategies. The approach that we are choosing, is multidimensional and is engaging all the sectors, supplemented by intensive participation of the public. The motivation and involvement of all parties in the region is creating conditions for effective implementation of adopted strategy and ensuring its real impact in the area.
Summary of project results
The aim of the project was to set up a systemic approach for the DSO Severovýchod region, significantly affected by the manifestations of climate change, leading to greater resilience of the urban space and landscape - both agricultural and forest - to the impacts of the manifestations of this change (adaptation measures); while at the same time including measures that will enable the climate crisis not to deepen further (mitigation measures). This approach was based on a detailed analysis of the current situation in the region, in particular a vulnerability analysis. In the vertical direction it builds on adaptation strategies and initiatives at European and national level (New Green Deal, Adaptation Strategy of the Czech Republic), in the horizontal direction it integrates mainly the strategic plans of the involved municipalities, but also the CLLD strategy of the local action group. In order to achieve the objectives of the project, we used mainly good practice tools, innovation, motivational tools and communication. The approach we have chosen is multidimensional with the involvement of all sectors, as this is the only way to understand the climate crisis as an opportunity for deeper structural changes in the region.
Within the framework of the project, we have developed a Adaptation Strategy, which includes an analytical, design and implementation part, as well as an action plan of projects that would be appropriate to implement in the short and medium term. The design of individual solutions is consistently based on the analytical background and identified risks. Here we used innovative methods of geographical and data analysis using remote sensing - outputs and applied data from Sentinel and Galileo, 3D modelling and prediction. We have applied a similarly innovative approach at the policy and management level - using the SMART concept of public administration, strategy process monitoring systems, measurement and regulation systems at the level of specific measures in buildings and landscapes.
Among other things, the project has strengthened the awareness and information of both elected representatives and the general public on climate change issues and the response to it in the form of adaptation and mitigation measures. Due to the proximity of the DSO representatives (vice-chairman František Lukl) to the regional level of local government and also to associations of local governments, the experience was also informally disseminated towards other potential users. Similarly, through communication with the Tritia project partner, the experience was informally disseminated within the framework of cross-border cooperation.
The project provided a comprehensive view of how to respond to climate risks at the micro-regional level. It developed analytical background and helped to plan measures for effective and efficient adaptation of settlements and landscape. In view of the above described facts and the ever increasing need to respond to climate change not only at the EU and Czech level, but also at the regional and city level, it can be assumed that the strategy will be a valuable source of information and will be further used in the design of new adaptation measures as well as in their implementation and subsequent evaluation.
