The main goal of the project is to improve dissemination of professional cultural products and services in the Panevėžys region and to ensure equal accessibility; to encourage creativity of adults, children and young people by facilitating their participation in cultural education activities and to expand cooperation boundaries of Panevėžys region''s cultural organizations. It is planned to implement the project with partners - Panevėžys district Naujamiestis Cultural Center-Art Gallery and Voss Cultural School from Norway. Through inclusive activities of this initiated international project and participatory learning, Panevėžys District Municipality is taking a step towards improving the availability and quality of cultural services and strengthening cultural education in the Panevėžys region. The Voss model aims to train team leaders to work at all levels, i. e. to train current and future conductors of orchestras, bands, choirs, vocal music groups, folklore ensembles and groups. Through individual lessons, the Voss model provides an opportunity for young leaders to gain professional hands-on experience with a variety of ensembles while strengthening their close connection to local musical life. This model raises the level of leaders of existing ensembles (Ist mentoring phase) and discovers new, ambitious talents (IInd mentoring phase) in the field of leadership of a musical ensemble: existing ensemble leaders are provided with the skills to train young, future ensemble leaders, thus creating a network of qualified teachers who can train a new generation of musical ensemble leaders. It is hoped that the Norwegian experience will improve the quality of leadership in music groups, emphasizing the role of the band leader, conditions for the development of cultural life and musical level, maintain existing and encourage new people to join the diverse cultural life of their region.
Summary of project results
The main goal of the project was to improve dissemination of professional cultural products and services in the Panevežys region (Lithuania) and to ensure equal accessibility; to encourage creativity of adults, children and young people by facilitating their participation in cultural education activities and to expand cooperation boundaries of Panevežys region''s cultural organizations.
Project was implemented with partners - Panevežys district Naujamiestis Cultural Center-Art Gallery and Voss Cultural School from Norway. Through inclusive activities of this initiated international project and participatory learning, Panevežys District Municipality was taking a step towards improving the availability and quality of cultural services and strengthening cultural education in the Panevežys region. The Norwegian Voss model is the first program of its kind in Scandinavia to comprehensively educate the leaders of music ensembles in the environment of their local ensembles.
This model raises the level of leaders of existing ensembles (Ist mentoring phase) and discovers new, ambitious talents (IInd mentoring phase) in the field of leadership of a musical ensemble: existing ensemble leaders are provided with the skills to train young, future ensemble leaders, thus creating a network of qualified teachers who can train a new generation of musical ensemble leaders. Norwegian experience improved the quality of leadership in music groups, emphasizing the role of the band leader, conditions for the development of cultural life and musical level, maintain existing and encourage new people to join the diverse cultural life of their region. Meanwhile trainings of Lithuanian experts helped participants to keep pace with the rapidly evolving art market. Participants learned from the good Norwegian practices of cultural actors in smaller towns of close cooperation with cultural actors in larger regional centers, helping to ensure high-quality cultural services for every inhabitant.
In summary, during the implementation of the project there were 15 current and 30 future managers of the Panevezys regions’s musical art collectives trained, one study visit to Norway, two press-conferences organized, video about the project created (https://www.youtube.com/watch?v=lYXanviah_w). The model implementation have resulted with implementation of two concert programs, which was presented to public by organizing 5 concerts in 3 different levels: local, municipal and regional.
The events organized in implementation of the project was participated by 766 participants among which – 308 youth and children and 43 % local citizens.
The heads of musical art collectives, having acquired new, international competences, mastering the methodology and knowledge of Voss and Lithuanian experts, will apply them in the direct sphere of their activity while working with musical art collectives, ensuring the development of cultural accessibility and cultural education in the region, the continuity of the project results and professional improving the dissemination of cultural products in the regions of Lithuania. The activities of the implemented project are expected to be presented at cultural events of the project promoter and partners in the near future.
Summary of bilateral results
The project manager and partners continue to plan to write joint projects, organize joint events, camps for the youth of musical art groups, with the aim of attracting young people with less opportunities from Ukraine, Moldova, and inviting experts from Great Britain and the Kingdom of the Netherlands to these projects.
