Current migration trends indicate that Romania has evolved from a country of migration to a country of destination. However, national immigration policies focus on border security, while resident migrants, a growing social group, are not supported to integrate in the country. Policy-makers don`t consult migrants and refugees on the development and impact of public policies that directly address them, which contributes to their limited participation in local civic and social life. Due to this gap in national legislation, many refugees remain dependent on NGO support to exercise their rights to education, employment, health, housing etc.
The Coalition for Migrant and Refugee Rights - CDMiR was formed in response to the need for a permanent structured dialogue with public authorities on the integration of migrants. The project aims to strengthen the inter-sectoral dialogue in support of the fundamental rights of migrants and refugees in Romania.
The expected results are the following: Development of transparent and responsible procedures for organizational governance for CDMiR; development of CDMiR''s advocacy strategy; trainings for CDMiR''s members in the filed such as advocacy, fundraising, community development, communication etc; Monitoring the implementation of the National Strategy on Immigration; development and consolidation of CDMiR relations with other Networks, Platforms and Coalitions in order to address the topic of immigration and develop new strategies and tools in collaboration with relevant stakeholders
The direct beneficiaries of the project are CDMiR members, who will be involved in all the activities envisaged, as well as public institutions. Expected outcomes include the adoption of the CDMiR''s long-term advocacy strategy, the development of a series of alternative public policy proposals following consultations with refugees and migrants, and effective and transparent governance of the Coalition.
Summary of project results
The CDMiR was formed as a response to the need for a permanent, structured dialogue with public authorities on the topic of immigrant integration. The purpose of the project aimed at strengthening the advocacy and communication capacity, representativeness, and sustainability of the Coalition for the Rights of Migrants and Refugees - CDMiR, in order to develop and support a favorable framework and a common vision for the integration of immigrants and refugees in Romania.
The project outcomes were achieved in line with the implemented activities. Some of the results are: the formulation of CDMiR’s medium- and long-term strategy and internal procedures, quarterly coordination meetings, organization of two annual CDMiR forums (2022 and 2023), 3 training sessions for CDMiR members, etc. Throughout the project, the team monitored the National Immigration Strategy 2021-2024 and the action plan for integrating beneficiaries of temporary protection,
developed eight position papers on immigrant integration-related topics, and a summary document of these positions. They also submitted feedback on five draft regulations under public consultation, conducted advocacy actions for structured dialogue in the field of immigration, prepared four sectoral analyses on immigrant integration topics, held 11 consultations with migrants, so.on Considering that the project took place during a sensitive period impacted by the war, activities related to refugees from Ukraine became significantly more important and extensive than other activities related to refugee integration outlined in the Strategy. Civil society had to play a major role in the humanitarian response under these circumstances. Consequently, monitoring reports on the Strategy''s implementation became less relevant than those addressing the immediate situation of Ukrainian refugees.
The project contributed to strengthening CDMiR''s role as a crucial interface between migrants and authorities, with a continual adaptation to Romania''s realities and challenges
