Description

The project aims to answer the problem of the extremely low implementation of the legislative provisions regarding public procurement with social clauses and green acquisitions, as well as in those made by companies. The aim is to increase the level of implementation of acquisitions with social and environmental impact at the level of public institutions and companies, in order to improve the social inclusion of people from vulnerable groups, including young people and Roma, and to improve the quality of life of the population by reducing the negative effects on the environment. The objectives are: 1) Participatory development of a guide for implementing the acquisitions with social and environmental clauses at the level of public administration. 2) Carrying out an advocacy campaign for the adoption of the guide for the implementation of acquisitions with social and environmental clauses among the public administration and companies. 3) Increasing the capacity of 40 representatives of the local and central public administration and 40 representatives of the companies in implementing the acquisitions with social and environmental clauses in a period of 14 months. The activities are carried out over a period of 24 months and include: A1 Project management, A2 Information and communication, A3 Policy brief development on acquisitions with social and environmental impact in the public and private sector, A4 Elaboration of a guide on acquisitions with social clauses and environment, A5 Advocacy Campaign, A6 Competition for acquisitions with social and environmental impact dedicated to business environment, A7 Competition for acquisitions with social and environmental clauses dedicated to public administration, A8 Awarding event of public authorities and companies that make acquisitions with clauses social and environmental, A9 Training session for public administration, A10 Info sessions for companies, A11 Strategic planning.

Summary of project results

The main issues covered are: Low implementation of legislation on reserved procurement, social procurement and green procurement in public and corporate procurement; limited knowledge of the activity of social enterprises and the use of social clauses in procurement among companies. Social impact is seen only in terms of the various activities carried out in the community, and procurement is not seen as a tool to ensure social impact.

The target group benefited from information, training sessions and promotion of the concepts of green procurement, social procurement, etc. social procurement. There have been organised an advocacy campaign, meetings with public administration (8), info. sessions for companies (3) and training sessions for public administration.

The aim was to increase the level of implementation of social and environmental procurement in order to improve the social inclusion of people from vulnerable groups and the quality of life of the population by reducing negative environmental impacts. The competitions for companies and public administration and the Award Gala for public administration and companies that carry out social and environmental procurement were organized. Through these events, examples of good practice of companies and public institutions carrying out social and environmental procurement, as well as social enterprises wewre promoted. The materials produced, the Public Policy Report and Policy Brief "Procurement with Social and Environmental Impact", the "Guide on Procurement with Social and Environmental Clauses for Public Admin" and the "Handbook on Procurement with Social and Environmental Clauses for Companies" are tools that companies and public institutions can use to promote social and environmental procurement can use to carry out social and environmental procurement
