The project aimed to enhance the efficiency and continuity of social dialogue within the public sector. The project produced added value by building a team of Union stewards and personnel to pass on to other public sector employees knowledge through trainings, seminars and round tables.
The project addressed the challenges faced by the public sector due to reduced public spending and continuous changes in technology and working processes since the 2008 financial crisis. These challenges weakened social dialogue and reduced investment in training for public administration employees.
The project had two main objectives: to strengthen the capacities of union members through data collection and training, and to increase public awareness about the importance of the public sector. To achieve these objectives, the project included several key activities. These activities involved research and data collection on working conditions in the public sector, training workshops on collective bargaining, seminars on stress management in the workplace, thematic round tables to discuss pressing issues, and a public awareness campaign.
Summary of project results
The project aimed to address several key challenges within the public sector in Croatia, including the weakening of social dialogue due to reduced public spending and continuous changes in technology and working processes since the 2008 financial crisis. It also sought to influence national policies regarding equal pay, pay satisfaction, and working conditions in the public sector, as well as to raise the level of trust among social partners. Additionally, the project aimed to address issues such as discrimination, pay gaps between women and men, stress, and work-life balance.
the project implemented a series of activities designed to improve social dialogue and cooperation between the trade union (SDLSN) and public institutions. These activities included conducting research and data collection on working conditions in the public sector, organizing training workshops on collective bargaining, holding seminars on stress management in the workplace, and facilitating thematic round tables to discuss pressing issues. The project also launched a public awareness campaign with the motto "Come under our umbrella" to increase visibility of the union''s work and attract new members.
The training workshops provided SDLSN stewards and members with specific knowledge and practical skills in negotiations, enabling them to negotiate effectively with their employers at both local and national levels. The stress management seminars raised awareness and provided participants with tools to handle stressful situations at work, helping those in need within their workplaces. The public awareness campaign successfully increased the visibility of trade union work and attracted new members, through increased field presence and online visibility. The research analysis extensively covered the difficulties faced by public sector workers, providing a foundation for new advocacy efforts aimed at relevant government institutions. The findings will also serve as a helpful reference for future collective bargaining agreements.
The primary beneficiaries of the project were the members and stewards of the SDLSN, as well as public sector employees across Croatia. The project also aimed to benefit the broader public by raising awareness of the importance of the public sector and improving working conditions through enhanced social dialogue.
