In summer of 2020 Law on Administrative Territories and Populated Areas adopted in the final reading by the Saeima (the Parliament of the Republic of Latvia) was a turning point of administrative-territorial reform in Latvia that have to be finished on 1 July 2021. South Kurzeme Municipality (Latvian: Dienvidkurzemes novads) have to be formed from 8 municipalities including Aizpute. A lot of new planning documents and policies have to be made for new Municipality and for 8 different administrations it is quite challenging. In South Kurzeme Municipality the development of the new planning documents is non-transparent, relevant NGOs and experts are not informed and involved in this process.
Project promoter – association „ILUMINATE IDEA” cares about youth development and had worked for youth in Aizpute Municipality for many years therefore they have the expertise and desire to defend the interests of the district youth.
The goal of the project is to provide full-fledged and long term NGO participation and involvement in youth policy implementation in South Kurzeme Municipality.
In this project there is 2 activities:
1. To ensure qualitative youth field development trough this project there is a research about existing youth policy and resources in connection with existing strategical planning documents for municipalities. To create the best recommendations for development in this field together with professionals. Results gained from the research will be used for interest representation in at least 8 meetings and work groups with leaders and youth workers from 8 municipalities that will be part of South Kurzeme Municipality.
2. In order to strengthen the cooperation of NGOs and local governments, a concentrated 2 page material from the legal point of view "ABC of delegation of functions" is created and distributed during the project.
It is expected that youngsters that live in Southern Kurzeme will benefit from this project, as their interests will be defended.
Summary of project results
During the project, the document "Work with youth in Southern Kurzeme region, situational research and proposals for planning documents and model of work with youth" was developed. A conference "Acceleration" was organized in which representatives of local governments and 11 candidates for local government deputies participated.
There have been 14 meetings representing the interests of young people, which include both meetings and informal conversations with South Kurzeme deputies and Aizpute district deputies and representatives of the development department, participation in the youth policy planning working group and meetings on planning documents.
In order to promote cooperation between municipalities and NGOs, ABC of Delegation has been developed, which helps municipalities and NGOs understand the cooperation model of delegation.
