Description

The main purpose of the project was to strengthen social dialogue in Romania, through different activities: workshops for transfer of social dialogue best practices; workshops on issues related to the future of work; creation of a web portal that will aggregate social dialogue relevant information, creation of a Legislative Documents Processing System (LDPS); increase capacity of CPC to take part in EU-level social dialogue.

The project addressed the state of social dialogue in Romania, as highlighted by the European Commission, which has noted the limited capacity and ineffective dialogue among social partners. The project aligned with EU priorities and the Social Dialogue and Decent Work Programme, aiming to enhance the involvement of social partners in policy design and implementation, thereby improving governance and economic stability. Key activities includd workshops to share best practices and knowledge transfer from the Norwegian partner, NHO, focusing on social dialogue and future work challenges such as automation and digitalization. The project developed a Social Dialogue Portal to aggregate relevant information and a Legislative Documents Processing System to improve transparency and accessibility of legislative changes.

The project aimed to increase project promoter''s capacity to engage in EU-level social dialogue, with the goal of becoming a full member of BusinessEurope. This involved creating a dedicated section on the portal for EU policies, training workshops, and the production of advocacy documents and policy papers on relevant EU issues.

 

Summary of project results

The project aimed to address the state of social dialogue in Romania. According to the European Commission, social dialogue in Romania was largely formalistic, weak, and ineffective. The main challenges included the limited capacity of social partners, ineffective dialogue, and the lack of substantive engagement in reforms addressing labour market challenges and other relevant policy issues. The project sought to improve the functioning of social dialogue at both the national and EU levels, enhance the involvement of social partners in policy design and implementation, and address the evolving challenges posed by automation, digitalization, and artificial intelligence.

The project implemented several key activities to improve social dialogue in Romania:

Workshops: Conducted workshops to share best practices and transfer knowledge from the Norwegian partner, NHO. These workshops focused on social dialogue best practices, future work challenges, and training social partners in using digital tools.

Social Dialogue Portal: Developed a web portal to aggregate relevant information, including legislative initiatives, public positions of social partners, and educational materials. The portal aimed to become a hub for social dialogue information.

Legislative Documents Processing System (LDPS): Created a system to facilitate access to legislative documents, improving transparency and accessibility of legislative changes.

Capacity Building for EU-Level Social Dialogue: Increased CPC''s capacity to participate in EU-level social dialogue by creating a dedicated section on the portal for EU policies, conducting training workshops, and producing advocacy documents and policy papers on relevant EU issues.

The project achieved several significant outcomes and impacts:

  • Two advocacy documents were signed, and six policy documents on EU policies were completed, addressing important topics related to new and evolving challenges at the European level.
  • Successfully conducted workshops and training sessions, primarily for Concordia member federations. These activities enhanced the knowledge and capacity of social partners.
  • The project significantly improved Concordia''s capacity to engage in both national and European legal processes. The transfer of knowledge from NHO helped Concordia become a more relevant employers'' confederation in Romania.
  • The project fostered a more structured dialogue on key policies, empowered social partners through digital tools, and increased the visibility and relevance of social dialogue in Romania.

The primary beneficiaries were Concordia and its member federations, social partners, and the broader Romanian business community. The project also aimed to benefit the general public by improving governance and economic stability through better social dialogue. Overall, the project made significant strides in addressing the challenges of social dialogue in Romania, enhancing the capacity of social partners, and efforst in fostering a more inclusive and effective dialogue framework.

Summary of bilateral results

The Norwegian partner NHO contributed to the capacity-building of the project promoter Concordia through sharing best practices and transfer knowledge from Norway.
