Description
The scope of the project in question includes carrying out construction works in the historic building of the former FANTO kerosene refinery in Ustrzyki Dolne. The building will be used to host the Bieszczady Cultural Heritage Center – a place integrating the local community, allowing for the implementation of a rich offer of cultural and educational events and having the potential to be an important tourist attraction in the Bieszczady County. As a result of the construction works, the existing structure of the building remains unchanged except for the modernization of the wooden roof truss. The plan provides for the renovation and restoration of the facade, including the reproduction of missing pieces. The project envisages the use of energy efficiency solutions – a freon heat pump will be used as a source of heat and hot water, which will cooperate with the air handling unit. The building will also be thermally protected by insulation of external walls from inside by means of insulating panels, insulation of window and door recesses by means of insulating panels, insulation of the roof by means of mineral, wool and installation of new window and door joinery.
Upon completion of the construction works, the facility will be equipped with the necessary equipment, including furniture, computer and multimedia equipment (e.g. projector, computers), stage equipment (stage with equipment, sound system and stage equipment). The project will be implemented in a flood-free area. It also exhibits resistance to climate change and natural
disasters.
Summary of project results

The project also seeks to tackle broader issues identified in the Bieszczady County Development Strategy, including a lack of free leisure activities for seniors, low community integration, insufficient knowledge of the region''s cultural, historical, and natural heritage, limited cultural events, and high youth unemployment. By revitalizing the FANTO building into the Bieszczadzkie Center for Cultural Heritage, the project aims to provide a space for social integration, cultural and educational activities, and increase local engagement, thus addressing these pressing challenges.

Additionally, the project involved purchasing necessary equipment and multimedia installations to support cultural events and workshops.
The revitalization of the historic "Fanto" refinery building in Ustrzyki Dolne led to the establishment of the Bieszczady Cultural Heritage Center "FANTO". This center serves as a modern space dedicated to the preservation, promotion, and reinterpretation of Bieszczady culture and traditions.
The official opening of the BCHC took place in August 2024 during the Podkarpackie Products Festival, which brought together numerous exhibitors and enthusiasts of local flavors and traditions. This event highlighted the center''s role in promoting the region''s cultural heritage.
Through this initiative, residents and tourists have gained access to a space that combines education with entertainment, contributing to the revitalization of local tourism and the economy. The BCHC represents a new landmark on the cultural map of Bieszczady, promoting local heritage and culture.
Summary of bilateral results
The collaboration between the Bieszczady County and the Norwegian partner, INBAU NORWAY, has been characterized by commitment and professionalism. Thanks to close cooperation, joint solutions have been developed regarding the arrangement of the revitalized building. The partners from Norway actively participated in consultations, offering valuable expert support that significantly enriched the project.One of the key events in this collaboration was the organization of the conference "Scandinavian and Slavic Traditions, Economy, and Architecture," held on January 27, 2024. The conference, aimed at deepening cultural and substantive exchange, was attended by representatives from INBAU NORWAY. They shared their knowledge by presenting papers on Viking heritage and the history and contemporary examples of the dragon style, which was an important moment in building mutual relations and expanding the participants'' knowledge. The relationship between the partners was positive, with cooperation based on mutual respect and commitment to achieving the project''s goals.
