Description

The main aim of the project is to develop, test and implement a new user-friendly analytic tool K-index for interpretation of open data, presenting the level of corruption risk in public institutions. We will develop it in cooperation with NGOs in Usti n. L. and Karlovy Vary region, but will serve the public throughout the whole Czech Republic. Concurrent PR campaign we will focus not only on the presentation of the K-index, but also on the activation of citizens and broader awareness. As a side effects there will be estabilished a  regional anti-corruption NGO and/or active citizens platform.

Summary of project results

Them main goal of the project was to simplify the control system of public funds. This goal was fulfilled with the launch of the new K-index system and its new functions, the number of searches is still growing.We evaluate the impacts of the project according to the change in the behavior of the authorities. Although a number of planned activities could not be implemented due to the unfavorable epidemic situation and we were forced to change a number of planned activities, to work creatively in an online environment, to deal with unexpected challenges and to deal with a number of changes in an unconventional way, we approached 1020 authorities, received feedback from more than 300 authorities, and more than 100 authorities discussed individual details of the assessment and methodologies.Based on this, we improved and refined the final version of the methodology.We see a significant shift in the behavior of the authorities in that they are informed about the existence and measurement of the K-Index, they actively correct their own errors in the register of contracts that the K-Index revealed to themand they adjust their own behavior to "not get a bad grade".We are of the opinion that the impacts of the project are clearly positive. We believe that, thanks to the support of the project, it was possible to raise interest in the issue of open corruption data and simplify public control of public administration. A rather unexpected effect was the establishment of a relationship with a number of public institutions and specific officials for whom we have become an important partner. From the point of view of the development of the organization, it was possible to increase the number of supporters, and in a fundamental way. We were also successful thanks to the project in the field of fundraising and managed to establish new or strengthen existing relationships with journalists and media, especially in the regions.
