The project’s overall aim is to raise the capacity of social partners to participate in both tripartite and bipartite social dialogue through the transfer of best practices and training.
The project consists of several main blocks. The project will be initiated by networking meetings with Norwegian partner for experts and social dialogue stakeholders with the aim to study the social dialogue in Norway. Based on that, both partners will prepare a comparative analysis and a strategy for improving the social dialogue in Poland, which will be further developed during expert''s study visit to Norway. The knowledge will be transferred to broader stakeholders during local workshops in Poland, conference and awareness raising activities. These activities will serve as capacity building of the promoter to participate in both tripartite and bipartite social dialogue.
The specific objectives of the project are:
- Promoting sectoral social dialogue for further improvement of the work environment;
- Enhancing bipartite and tripartite dialogue on issues and challenges of the electromechanical and defense sector in Poland on the basis of Nordic model
- Raising awareness of impact of trade unions on the condition and potential of undertaking and its competitive position, as well as well-being of its employees
Summary of project results
The project aimed to address several critical issues and challenges within the electromechanical sector in Poland. One of the primary goals was to improve the working environment by promoting sectoral social dialogue. A significant focus of the project was to raise awareness about the positive impact of trade unions on the conditions and potential of companies, as well as on the well-being of employees. By comparing the experiences of Poland and Norway, the project sought to highlight the influence of trade unions on increasing employees'' qualifications and their active participation in social dialogue. This included implementing the best Norwegian practices in Poland.
Another major challenge the project aimed to address was wage dumping within the industry. By leveraging insights from the Norwegian model of social dialogue, the project worked to combat this issue effectively. Key documents and materials from project seminars were distributed to all affiliated company organizations, facilitating ongoing efforts to enhance social dialogue and combat wage dumping.
The project "Learning from the Nordic Model - One level up in Social Dialogue" aimed to enhance social dialogue in Poland by transferring best practices from Norway. Over 23 months, the project included several key activities:
- Meetings in Norway: Experts and stakeholders studied Norwegian social dialogue practices.
- Comparative Analysis and Strategy Development: Partners prepared a comparative analysis and strategy for improving social dialogue in Poland.
- Study Visit to Norway: Further developed the strategy.
- Local Workshops in Poland: Transferred knowledge to broader stakeholders.
- Conference and Awareness Raising Activities: Disseminated knowledge and increased awareness of the impact of trade unions.
The project concluded successfully in early 2022, integrating its activities and goals into ongoing tasks. Key outputs included the distribution of seminar materials to 36 company organizations, the integration of workshops into the ZZPE work plan, and the organization of joint seminars for trade union chairpersons and management. Additionally, efforts were initiated to introduce an independent spokesperson for social dialogue into the Polish legal system, inspired by the Norwegian National Mediator.
Overall, the project resulted in enhanced dialogue mechanisms, capacity building among industry stakeholders, and advocacy for institutional reforms, contributing to a more cooperative and inclusive industrial landscape in Poland.

Beneficiaries included migrant workers, who saw improved working conditions and better access to support services; Polish stakeholders, who gained awareness of decent work benefits; and trade unions and employers, who enhanced their understanding and implementation of decent work practices. Industry stakeholders benefited from capacity building and advocacy for institutional reforms.
Overall, the project fostered a more cooperative and inclusive industrial landscape in Poland by leveraging best practices from the Scandinavian social dialogue model.
