Programme outcome the project contributes to: “Improved capacity for law enforcement agencies in crime prevention and investigation”.

The project will improve the coordination of the national law enforcement authorities by strengthening the TETRA communication systems in the Bulgarian-Greek border area, which are used as channels for illegal migration; trafficking in drugs and human beings as well as sex tourism and slavery. The project will further contribute to the improvement of the capabilities of the Bulgarian law enforcement agencies to exchange information and secure communications with the Greek counterparts. The project addresses the needs for better radio coverage along the Bulgarian-Greek border and in particular the regions of Blagoevgrad district (the towns of Bansko and Gotse Delchev) and of Smolyan district (the town of Dospat).


This project envisages delivery, installation, integration and testing of communication equipment and software and training of the MoI technical staff for operation and maintenance of the communication infrastructure.

Summary of project results

No, there are no issues.

The specified equipment was delivered, installed and integrated into the TETRA network of the Ministry of Interior. Fifteen employees were trained.  А new radio relay equipment was installed at a total of 11 sites located at an appropriate height to provide coverage. In addition, new TETRA base stations were installed at six of those sites. Project objectives for increasing the TETRA radio coverage in the border area have been achieved. The beneficiary reported for TETRA coverage of 60% in the Blagoevgrad district and 80% in Smolyan district. Both districts are located in the Bulgarian-Greek border area.

The new communication equipment provides for a better and secured information exchange as well as for strengthened interoperability and coordination of national law enforcement authorities. In this way, the capability of the employees of the Ministry of Interior for prevention of cross-border crime and investigation of criminal activity in these areas have been improved. One of the main results that was achieved under the project is related to counteraction and prevention of trafficking across the border.
