Description

The project will be aimed at effective eradication of systemic and structural discrimination against LGBT persons through legal means and setting up a sustainable system of empowerment of vulnerable and marginalised groups. It will identify systemic discrimination and establish a sustainable system of monitoring of legislation changes and violations of LGBT rights, research the extent and reasons of LGBT persons being under-informed and unengaged in legal matters and tackle this problem with an informational campaign. It will build a sustainable certified network of specialised LGBT friendly lawyers and a sustainable system of peer-to-peer legal counselling. It will focus on empowerment of social partnership among relevant stakeholders, such as governmental and non-governmental organisations, institutions on local level, academics and LGBT human rights activists as well as on transferring Norwegian good practices in the Slovenian system.

Summary of project results

The project aimed at effective eradication of systemic and structural discrimination against LGBT persons through legal means and setting up a sustainable system of empowerment of vulnerable and marginalized groups. The project created a network of specialized LGBT friendly lawyers and a "legal clinic" where LGBT persons can be informed about their legal rights (mostly focused on LGBT couples and families). They prepared an extensive analysis of discrimination in the existing legislation and identified over 72 laws where they're not in the same position as heterosexual couples/families. Their analysis was a reference document for a legal initiative that could fully address this discrimination. The law was declined at the referendum at the end of 2015. All this inferred with project implementation since the campaign could not be realized before they knew if the law is going to be adopted or no. But just before the end of the project they managed to organized an intensive campaign informing LGBT community on their rights. After that new initiative was launched and the law has been changed since then and on February 2017 they will get almost the same rights as heterosexuals.

Summary of bilateral results

The bilateral partnership meant a huge contribution to the implementation of the project. They organized and hosted a delegation of Slovenian partners in Norway and came to their final event. The presented the history of LGBT community development in Norway and gave some important input to the content of the conference.
