The scholarship programme in Estonia supports exchange, scholarships and academic cooperation in the educational sector between Estonia and the EEA states Iceland, Liechtenstein and Norway.

Under the programme, funding is available for preparatory visits to help institutions from the four countries wishing to participate in the scholarship programme to get to know a suitable partner and to develop joint project applications. Visits to prepare the project applications under the Norwegian-Estonian Research Cooperation Programme can also be supported under this measure.

Preparatory visits
A preparatory visit may take place as a bilateral cooperation between two institutions, or as a meeting between several institutions.

The mobility of staff is supported in

  • Higher education institutions that wish to meet prospective partner institutions with the aim of establishing an inter-institutional agreement relating to student, academic and administrative staff mobility between Norway and Estonia.
  • Upper secondary education level institutions wishing to meet prospective partner institutions with the aim of establishing a cooperation project between Estonia and Norway, Iceland or Liechtenstein.
  • Research institutions wishing to establish bilateral research projects with prospective Norwegian/Estonian partner institutions under the Norwegian-Estonian Research Cooperation Programme.

A preparatory visit must take place between at least two institutions, one of which must be from Estonia and the other from one of the EEA States.

Rolling deadline
The applications are accepted year-round on a rolling deadline. The application must be submitted at least 5 weeks before the visit takes place and prior to the relevant project application deadline.

The total budget for preparatory visits during 2013-2014 is estimated to €80 000.
