Under the EEA and Norway Grants 2009-2014, €500 000 is provided to the NGO programme in Malta. The call will distribute €198 117 to selected projects. The programme is operated by Solidarity Overseas Service Malta (SOS Malta).
The call will support projects under two priority areas:
- Strengthening of civil society platforms and networks in Malta to ensure an effective representation of civil society organisations at local and national level.
- Support for the promotion of democratic values, including human rights, and the civil society’s increased contribution to sustainable development.

The civil society sector in Malta is relatively small and heavily dependent on volunteers. Few non-governmental organisations (NGOs) are involved in concrete advocacy work on the rights of marginalised groups, in particular due to lack of funding and weak organisational sustainability. The programme encourages networking among NGOs to support their participation in policy change and strengthen the democratic process and human rights in Malta.
Partnership opportunities
Funds to facilitate strengthening bilateral ties between civil society organisations from Malta and the three donor states – Iceland, Liechtenstein and Norway – are set aside under the NGO-programme. The programme operator is also cooperating with the Norwegian Helsinki Committee to facilitate establishing bilateral contacts.
Support to civil society
The Grants are financing NGO programmes in all 15 beneficiary states. Their objective is to strengthen civil society development and provide support to social justice, democracy and sustainable development.
