Amendments to Regulations

The amended versions of the Regulations and Annexes 4 and 12 are now available on our website. The changes take account of the priorities of the EEA and Norway Grants, such as the increased emphasis put on risk assessment and the Roma.

Some of the amendments introduced into the Regulation concern:

Risk assessment

To ensure that the programmes are implemented in accordance with the Regulation and monitor the progress and quality of their implementation, the National Focal Point shall continuously and in a structured manner assess the risks to the implementation of the Grants. A summary of the performed risk assessment and the taken associated mitigation measures will be provided by the Focal Points in their annual Strategic Reports submitted to the Financial Mechanism Committee.

Roma

To facilitate funding grass-roots and smaller scale projects supporting Roma inclusion, a lower grant amount and more flexible project size is now allowed by the Grants. 

Calls for proposals

To allow for more substantial evaluations to take place and to mitigate the risk that calls for proposals are delayed, the Financial Mechanism Committee and the National Focal Point shall be informed of all calls for proposals at least four weeks in advance of their announcement. They will also be provided with an English translation of the text of each call. 

Other amendments concern reporting responsibilities, timing of the Annual Meetings and the tasks of the Cooperation Committee.
