Launched by the Financial Mechanism Office - the secretariat of the EEA and Norway Grants - the purpose of the tender is to conduct a review to assess to what extent the Global Fund for Decent Work and Tripartite Dialogue funded by the Norway Grants has contributed to its planned objectives.

The Financial Mechanism Office is seeking a consultant/researcher or team to conduct a review both to assess results and provide learning for future programming. The review should include an analysis of relevant background documents for each of the 13 beneficiary states, develop and implement a survey for the 53 project promoters, interview a selection of relevant stakeholders such as the Norwegian Ministry of Foreign Affairs, Innovation Norway, members of the reference group, ILO and other relevant stakeholders, develop case studies/best practise examples from 6 in-depth countries and provide recommendations.
