Under the 2009-2014 Grants period, €57.95 million are allocated to finance programmes in Portugal. The Portuguese Ministry of Agriculture, Sea, Environment and Spatial Planning is responsible for coordinating the use of the funding.
Supporting health, civil society and water management
Some of the programmes developed under the Grants in Portugal include:
- Public health initiatives financed by €10 million in grants and developed in partnership with the Norwegian Institute of Public Health. The programme improves food and nutritional knowledge, provides the basis for good practices at the institutional level, contributes to health gains through healthy diet, supports mental health care services, and develops the collection and dissemination of essential health information;
- Civil society, supporting Portugal’s non-governmental organisations (NGOs) by €5.8 million. The programme promotes human rights, gender equality and anti-discrimination, and makes a positive contribution towards addressing the needs of young people and children, refugees, immigrants and other groups at risk. It also addresses horizontal concerns such as hate speech, extremism, racism, homophobia, anti-Semitism, tolerance/multicultural societies, Roma, sexual harassment, violence against women and trafficking;
- Integrated marine and inland water management, with an allocation of €19.247 million, aiming to ensure a good environmental status in the country’s marine and inland waters.
Calls for projects
A call for project proposals under the civil society programme will distribute €3.675 million to projects in Portugal. The aim is to increase the involvement of NGOs in policy and decision-making processes with local, regional and national governments, promote democratic values, including human rights, and strengthen the capacity of NGOs and promote an enabling environment for the sector. The deadline for applications is 1 July 2013.
The call for the bilateral fund at national level supports strengthening bilateral ties between beneficiary and donor state entities. The deadline for applications is 24 June 2013.

Launch event
The launch event was attended by Portuguese Minister of Agriculture, Sea, Environment and Spatial Planning Assunção Cristas, the Secretary General of the Norwegian Ministry of Foreign Affairs Bente Angell-Hansen and Icelandic Ambassador Kristján Andri Stefánsson.
The presentation of the programmes was followed by interviews with various media outlets. A number of donor programme partners (DPPs) were also present at the event, including the Norwegian Directorate of Civil Protection and Emergency Planning and the Norwegian Institute of Public Health. Other DPPs involved in the development of programmes in Portugal include Iceland’s National Energy Authority and Arts Council Norway.
