Young people who offend have a range of complex needs requiring help for things like substance misuse and mental health-related issues, accommodation, education, training and employment. And a lack of aftercare for youths released from young offender institutions or prisons can be a major cause of re-offending.
The funding is made available under the children and youth at risk programme in Estonia. The support aims to improve aftercare provision programmes for young offenders and ex-offenders aged up to 26 years old, to help ensure successful reintegration to their communities.
What type of activities may be funded?
Types of activities that may be funded include
- Youth counselling initiatives
- Piloting of new cooperation models and programmes providing ongoing supervision and services after release
- Provision of training activities to specialists in aftercare services
- Improving work methods and practices currently in place
Who can apply for funding?
Grants are available for organisations that provide support services to assist young offenders such as:
- Special schools
- Prisons
- Non-governmental organisations
- Other government or local authority institutions
Are there any partnership opportunities?
Organisations from any of the three donor countries (Iceland, Liechtenstein and Norway) or the other beneficiary countries of the EEA/Norway Grants (Bulgaria, Croatia, Czech Republic, Cyprus, Greece, Hungary, Latvia, Lithuania, Malta, Portugal, Romania, Slovakia, Slovenia, Spain) or Russia can take part as a partner. However the application must be led by an Estonian organisation.

The deadline for submission of applications is 17:00 (Estonian time) on 20 January 2014.
