The project contributed to improve social dialogue to guarantee decent working conditions for Ukrainian refugees and faciliate their integration into the labour market.
The overall objective of the project was to facilitate the integration of Ukrainian refugees into the Polish labour market and ensure them decent working conditions. This outcome was to be reached by increasing the capacity of social partners to guarantee decent work for Ukrainian refugees, enable refugees to find decent employment, and to develop social dialogue at regional level as regards integration of migrants and refugees.
The project facilitated tripartite cooperation and included representatives of workers, employers and public authorities in a cooperation process focused on ensuring decent work for migrant and refugee workers, including exchange of best practice with Norway. The goal was to ensure sustainable integration of Ukrainians, in particular refugee women, within the Polish labour market and society, and avoid work exploitation and social dumping.
This project built on the project MIGRIGHT which also included capacity-building of social partners on decent work for migrant workers and refugees, and increased their awareness about their rights in the Polish labour market. The second phase focused primarily on Ukrainian refugees.
The following activities were carried out:
- Communication, including website and online events, three Vodcasts, social media profiles and video interviews with information for Ukrainian refugees
- Code of good practices for social partners in support to integration of Ukrainian refugees, prepared in tripartite consultations
- Development of FPP job search portal for Ukrainian refugees, including the appointment of legal adviser and a psychologist who will support the refugees.
- Establishment of local structures of FPP in three regions, including preparatory meetings, six regional working seminars, appointment of 3 coordinators and an expert.
Summary of project results
Primarily, it sought to improve the quality of social dialogue to ensure better working conditions and facilitate employment access for Ukrainian refugees in Poland. The influx of millions of Ukrainian refugees, predominantly women and children, posed significant challenges to the Polish labour market, including potential skill shortages and the risk of non-application of labour standards. The project aimed to increase the capacity of Polish social partners to regulate and ensure decent labour standards, enhance the chances of Ukrainian migrant workers to integrate into the labour market, and create favourable conditions for effective social dialogue at the regional level.
The project organised events to strengthen cooperation between labour market actors, including regional meetings with key stakeholders responsible for refugee policies. It developed a code of good practices for social partners, established a job search portal for Ukrainian refugees, and appointed legal and psychological advisors to support the refugees. Additionally, the project established local structures of the Federation of Polish Entrepreneurs (FPP) in three regions, conducted regional working seminars, and facilitated tripartite consultations involving employers, trade unions, and public authorities.
The project achieved significant results, primarily benefiting Ukrainian refugees and Polish social partners. It increased the potential of social partners to participate in social dialogue through the establishment of three new employers'' unions representing FPP in the regions. The transfer of knowledge and best practices supported labour rights for Ukrainian refugees and ensured decent working conditions for them. The project also improved social dialogue and cooperation by professionalising social dialogue in the area of migration and labour, facilitating discussions on the challenges of migration, and presenting guidelines for cooperation. The dissemination of knowledge on the activities of social dialogue partners and public authorities further supported the rights of migrant workers and ensured decent working conditions.
Summary of bilateral results
The Norwegian partner provided information and knowledge in development and implementation of policies aimed to counteract work-related crime and discrimination of migrant workers on the labour market.
