Description

The project was a first pilot of an analytical tool to assess social dialogue and participation at enterprise level based on a similar tool implemented in Norway.
The project contributed to strengthen the functioning and quality of social dialogue at company level in Slovakia, by creating a measurement tool to be used by companies to improve local social dialogue conditions. The project was inspired by a similar tool developed by the Norwegian partner NHO, and it was adapted to the Slovakian situation. The  “Ranking of Social Corporate Participation Space Structure” (R-SCPSC) tool was created as a pilot project, but the long-term ambition was to expand the use of this tool among a larger number of enterprises and create sustainable impact. 

This was the third project to be carried out by the project promoter National Union of Employers´ (NUE) in partnership with the NHO and supported by Norway grants. While the two first projects focused on improving social dialogue at tripartite level, this project addressed the expressed need for strengthening participation and dialogue in enterprises among NUE members. 

The following activities were carried out:  
- The preparation and testing of the tool ''Ranking of Social Corporate Participation Space Structure ''(R-SCPSC)
- Workshop – Usual Practice of “Medvirkningsmeteret" in Oslo where a first version of the methodology will be discussed by project partners and experts
- The implementation of an initial pilot application of ranking in a selected company. 
- Presentation of results of the R-SCPSC to NUE members and preparation of training materials for  the use of this tool in any NUE member company
-  Publicity via usual media tools: PR campaign, press conference and social media.


 

Summary of project results

The project aimed to address several key challenges, including improving social dialogue at the enterprise level in Slovakia, where there was a need to strengthen the functioning and quality of social dialogue within companies. Previous efforts had focused on the tripartite level (state-unions-employers), but there was a gap at the enterprise level. Additionally, there was no existing tool in Slovakia to measure and improve social dialogue at the company level, so the project sought to introduce a tool adapted from a Norwegian model to fill this gap. The project also aimed to enhance participation and dialogue between employers and employees, which is crucial for improving working conditions and fostering a better social environment within companies.

The project created the "Ranking of Social Corporate Participation Space Structure" (R-SCPSC) tool, an analytical tool to assess and improve social dialogue at the enterprise level. A workshop was held in Oslo to discuss the methodology of the tool, involving project partners and experts. Training materials were prepared for NUE members to use the tool. The tool was pilot-tested in a selected company to evaluate its effectiveness and gather initial results. The results of the pilot testing were presented to NUE members, and a PR campaign, press conference, and social media promotion were conducted to raise awareness about the tool.

It successfully developed and pilot-tested the R-SCPSC tool, which can now be used by NUE members and other organisations. The tool enables a qualitative change in social dialogue within companies, helping to improve the social environment and working conditions. The tool is also intended for use by the Independent Christian Unions of Slovakia (ICUS) in their mostly public sector organizations. The primary beneficiaries are NUE members and the project partner''s members, including both private and public sector organisations.  The tool serves as a self-assessment guide for companies and their employees, aiding in collective bargaining and drafting collective agreement proposals. Overall, the project aimed to create a sustainable impact by improving social dialogue at the enterprise level, benefiting both employers and employees in Slovakia.

Summary of bilateral results

This was the third project to be carried out by the project promoter National Union of Employers´ (NUE) in partnership with the Confederation of Norwegian Enterprise (NHO). The project promoter reported that provided valuable know-how on how social dialogue processes are evaluated at the company level and exchanged experiences regarding the promotion of social partner interests in social dialogue processes at the national level.
