The project increased capacity on collective bargaining and decent work of administrative union workers through Norwegian good practice, based on cooperation with YS and NTL as informal partners.
This project addressed the poor working conditions in public administration in Bulgaria and the insufficient implementation of legislation related to decent work, which is manifested in, amongst others, unjustified differences in pay, violation of labour rights, and restrictions on trade union practises.
This project aimed to raise awareness, apply good practices and increase collective bargaining skills of the administrative union workers, in order to achieve fair and decent working conditions. The project promoter, which is a trade union for civil servants, wanted to raise awareness and increase capacity on decent work among employees in the public administration in Bulgaria and develop a strategy for improving law enforcement in the field.
The knowledge and attitudes on decent work among administrative staff and union members was measured in a survey and presented in a report, and used to identify weaknesses in the implementation of labour law and outlined a strategy for optimising legislation and law enforcement in the field. The results formed the basis for the study trip to Norway where the purpose was to exchange good practices and acquire knowledge on how to overcome the already identified challenges. The outcome of the study trip fed into a series of 2-days awareness-raising activities in 12 districts of Bulgaria to increase the competencies of 240 labour union members and employees of the state administration.
Summary of project results
The project Decent Work Awareness-Raising, for better Functioning Administration (DWARFa), by its various activities, aimed to raise awareness of the benefits of decent work in the field of the administrative workers, which contribute to the general objective of the "Social Dialogue – Decent Work Programme", namely the promotion of decent work. This project aimed to raise awareness, apply good practices and increase collective bargaining skills of the administrative union workers, in order to achieve fair and decent working conditions.
The applied logical framework approach, specifies the following activities structure, which will contribute acheiveing the project goals and envisaged results:
- Measuring knowledge and attitudes of the union members in decent work agenda
- Organizing a working visit of representatives of the “Union of the administrative employees” CL Podkrepa in Norway in order to exchange good practices
- Awareness-raising campaigns and trainings on decent work topics
- Publicity and visibility
The project DWARFa contributed to all three outputs of Outcome 2: Enhanced implementation of the decent work agenda (fair and decent working conditions), namely:
- support to awareness-raising campaigns on decent work topics
- support to projects on improving the enforcement of national legislation related to decent work;
- support to training on decent work issues.
