Description

The project will increase capacity on collective bargaining and decent work of administrative union workers through Norwegian good practice, based on cooperation with YS and NTL as informal partners. 

This project addresses the poor working conditions in public administration in Bulgaria and the insufficient implementation of legislation related to decent work, which is manifested in, amongst others, unjustified differences in pay, violation of labour rights, and restrictions on trade union practises. 

This project aims to raise awareness, apply good practices and increase collective bargaining skills of the administrative union workers, in order to achieve fair and decent working conditions. The applicant, which is a trade union for civil servants, will raise awareness and increase capacity on decent work among employees in the public administration in Bulgaria and develop a strategy for improving law enforcement in the field. 

The knowledge and attitudes on decent work among administrative staff and union members will be measured in a survey and presented in a report, to be used to identify weaknesses in the implementation of labour law and outline a strategy for optimising legislation and law enforcement in the field. The results will form the basis for the study trip to Norway where the purpose will be to exchange good practices and acquire knowledge on how to overcome the already identified challenges. The outcome of the study trip will feed into a series of 2-days awareness-raising activities in 12 districts of the country to increase the competencies of 240 labour union members and employees of the state administration.
