Project aimed at improving the quality of the social dialogue in Romania through the creation of the Centre for better regulation for SMEs, whose activities contribute to a better fundament of the laws and regulations with impact on SMEs; strengthening the operational capacity in the field of social dialogue for the Romanian social partners through the transfer of know-how from their Norwegian counterpart; and, promoting a more ethical and efficient social dialogue through organizing educational and awareness raising campaigns in order to promote the project and the importance of social dialogue. 

The primary objective was to create a conducive environment for SMEs by simplifying regulations and enhancing the quality of social dialogue at both national and local levels. The project involved several key activities, including training 50 CNIPMMR representatives in social dialogue, analyzing the impact of legislation on the business environment, and creating a mobile application to gather feedback from SMEs. Additionally, the project promoted tripartite dialogue through events involving business organizations, government, local authorities, and trade unions across Romania. A study visit to Norway was organized for CNIPMMR representatives to observe and learn from the Norwegian social dialogue mechanisms. Following the study visit, mixed working groups were established to address topics identified during the visit.

The project also included awareness-raising campaigns to promote the importance of social dialogue and the project''s objectives. Communication activities were conducted to ensure effective coordination among project partners and stakeholders.

 

Summary of project results

The project aimed to address several key challenges faced by SMEs in Romania, including the disproportionate impact of complex and costly regulations on smaller businesses compared to larger competitors. It sought to improve the quality of social dialogue and cooperation among social partners, enhance the operational capacity of Romanian social partners, and promote a more efficient social dialogue. Additionally, the project aimed to address the lack of effective communication and feedback mechanisms between SMEs and policymakers, and the need for better-informed legislation that takes into account the specific needs and challenges of SMEs.

The project involved training of 50 CNIPMMR representatives in social dialogue at national and local levels, and over 150 people were trained by Norwegian and Romanian trainers in the field of social dialogue. The project analysed the impact of legislation on the business environment and created a mobile application to gather real-time feedback from SMEs and other social partners. The project involved 8 events across Romania to promote tripartite dialogue involving business organisations, government, local authorities, and trade unions. A study visit to Norway was organised for CNIPMMR representatives to learn from Norwegian social dialogue mechanisms. Following the visit, mixed working groups were established to address key topics. The project conducted awareness-raising campaigns to promote the importance of social dialogue and the project''s objectives. The project focused on analysing legislation and creating tools to facilitate better regulation for SMEs.

The project strengthened tripartite cooperation and increased the involvement of stakeholder institutions at national and regional/local levels. It also enhanced the trust between cooperating social partner entities. Through focus groups and the SME survey mobile application, the project facilitated more bipartite dialogue consultations and provided valuable feedback to governmental organisations, resulting in position papers on various topics such as minimum wage and green economy. The involvement of the Norwegian Business Association and the transfer of know-how from Norwegian counterparts helped strengthen the operational capacity of Romanian social partners. The promotion campaigns and training activities increased awareness and interest in social dialogue among a large number of people and social partners. The creation of the Centre for Better Regulation for SMEs and the training of over 150 members/social partners in the field of social dialogue provided CNIPMMR with qualified personnel and tools to continue improving social dialogue and regulatory processes in Romania. Overall, the project significantly enhanced CNIPMMR''s capacity to act as a social partner and contributed to a more effective social dialogue in Romania, benefiting SMEs, social partners, and policymakers.

Summary of bilateral results

The project aimed to strengthen the operational capacity of Romanian social partners through the transfer of know-how from their Norwegian counterparts. The Norwegian partner organised a study visit to Norway for CNIPMMR representatives to learn from Norwegian social dialogue mechanisms. The project promoter reported on the learnings from the study visit, and highlighted the tripartite dialogue, the bipatite dialogue and functioning of collective barganining between the trade trade unions and employers, the autonomy of the socal partners, the monitoring of the implementation of collective agreements, and the development of civil society consultation within the public decision-making process.
