Project goal is the reinforcement of implementation of Decent Work Agenda for health and safety officers. Key activities include workshop with Norwegian expert, development of DW agenda recommendations and report, national roundtable for 50 participants and awareness-raising campaign. The project aimed at rising the awareness, capacity and competence of workers as well as establishing networks between main stakeholders in the Lower Silesia region.
The specific objectives to be achieved until completion of the project was:
- Increased number of employees and enterprises that have improved decent work arrangements
- Established networks between leaders from trade unions, non-governmental organizations and local communities for the exchange of best practices in terms of guaranteeing decent working conditions at the work-place
- Pooled knowledge and expertise in terms of guaranteeing decent working conditions
- Enhanced competence and capacity of workers to achieve the realization of their working rights which is 5/14 a precursor to the decent working conditio
- Facilitated the exchange of ideas between the Norway and Poland to ensure that decent working condition standards are similar to the ones uphold by Donor State
- Raise awareness of different stakeholders on decent work conditions on labour market
- Improved capacity of the participant organisations and its community to advocate for the decent working conditions, educate workers
The project consists of three main activity areas
- competence building and networking events,
- development of Decent Work recommendations document and
- awareness rising campaign.
Summary of project results
A stakeholders consultation organized prior to the launch of the Social Dialogue and Decent Work Programme revealed that awareness on the rights and obligations regarding the Decent Work agenda is still low and legal regulations are not fully respected. The project aimed at rising the awareness, capacity and competence of workers as well as establishing networks between main stakeholders in the Lower Silesia region.
The project focused on the following activities:
- Kick-off event (1 day event, 30 participants)
- Workshops on the content and the methods of reinforcement of implementation of Decent Work Agenda for health and safety officers (3 groups by 30 people*2 days)
- Developing of “The State of Decent Work Agenda – Recommendations”. The draft will be subject to public consultations
- National Roundtable - (1 day, 50 participants) for representatives of company and sector level trade unions, health and safety officers, employers’ representatives, national authorities, and labour inspectors
- Final conference – (1 day, 100 participants) - for representatives of trade unions, employers’ authorities, Labour Inspectorate, Ministries, NGOs, national and regional authorities
- Awareness-raising campaign in social media and traditional media
The project objectives and results have been achieved, with all the activities planned completed. Decent work is a universal and a global key objective to be achieved, but there are different obstacles in implementing the Decent Work Agenda. These challenges include youth unemployment, forced labour, lack of labour rights among others. By focusing on the importance of implementing the decent work agenda, this project aimed to address the different dimensions of sustainable development, as jobs connect people to the society, the economy and the environment.
As part of the project, activities were organized to raise awareness of the issue of decent work among project participants and to promote decent work. The public relations work carried out under this project has informed the public to a greater extent about policies and legislation relating to decent work. The project was highly rated by participants. Despite the lack of an official Norwegian partnership, the expert cooperation with LO gave valuable information regarding Norwegian best practices but also issues in the Norwegian social dialogue and decent work.
Cooperation between the trade unions and the employers’ association has also been further intensified – which is an important project results as the improved cooperation between social partners will enable improved social dialogue and the improvement of the labour market.
