The project aimed to improve the quality and effectiveness of social dialogue in Slovakia by developing an Index of Social Dialogue (ISD). This index serves as an analytical tool to evaluate social cooperation between partners, addressing the need for objective measurement of social dialogue practices. The project sought to enhance tripartite cooperation and social reconciliation through this initiative.

Main Activities:

  • Analysis of Evaluation Tools: Comparative analysis of existing evaluation tools within EU countries to identify and define tools for evaluating social dialogue quality.
  • Knowledge Workshop in Oslo: Workshop organized by the Confederation of Norwegian Enterprise (NHO) to share best practices and know-how on social dialogue evaluation.
  • Methodology and Index Creation: Development of the methodology and measurement tools for the Index of Social Dialogue, followed by a pilot presentation and implementation.

Summary of project results

The project aimed to address the need for objective measurement of social dialogue practices in Slovakia. Key challenges included the lack of a comprehensive analytical tool to evaluate the quality and effectiveness of social dialogue between partners. This gap hindered the ability to improve tripartite cooperation and achieve social reconciliation. The project sought to develop the Index of Social Dialogue (ISD) to provide a meaningful comparative tool for measuring social dialogue, ultimately enhancing the implementation of the decent work agenda and facilitating better working conditions and employment opportunities.

The project implemented several activities to achieve its objectives. It began with a comparative analysis of existing evaluation tools within EU countries, identifying and defining tools used to evaluate social dialogue quality. A knowledge workshop was organised in Oslo by the Confederation of Norwegian Enterprise (NHO), where social partners from Norway shared best practices and know-how. Based on these analyses and workshop outcomes, the methodology for the Index of Social Dialogue was prepared, and measurement tools for the effectiveness of social dialogue were developed. The project then conducted a pilot presentation and implementation of the Index. A PR campaign, press conference, and promotion of the Index outcomes on social media were carried out to raise awareness. Consultations with social partners on the national level were held to promote the measurement of social dialogue effectiveness and motivate participation.

The project successfully created the Index of Social Dialogue, providing a meaningful comparative tool for measuring the quality and effectiveness of social dialogue in Slovakia. This objective measurement led to improved social reconciliation and higher mutual trust among social partners, contributing to better economic development. The project regularly promoted the Index outcomes to policymakers, stakeholders, and the general public, raising awareness and encouraging the adoption of best practices. The primary beneficiaries were social partners, including workers, employers, and public bodies, who gained enhanced skills and knowledge to improve social dialogue and cooperation. The project also facilitated better tripartite cooperation and the implementation of the decent work agenda, leading to improved working conditions and access to employment.

Summary of bilateral results

The Norwegian partner the Confederation of Norwegian Enterprise (NHO) organised a workshop n Oslo, where social partners from Norway shared best practices and knowledge. The outcome of the workshops served as a basis for the development of the Index of Social Dialogue, and the bilateral cooperation was instrumental for the outcome of the project.
