The general objective of the project is to increase the access to community health services for the Roma population from Ion Corvin commune, Constanta county based on the principle of non-discrimination and equal opportunities. The Roma population faces a high degree of exclusion from social and public health services due to the low level of education, lack of health insurance, lack of a medical services at community level.
The project aims at the establishment of a medico-social assistance centre that will deliver basic medical services to vulnerable people as well as accompanying services for beneficiaries to access the services offered by public institutions (social, employment, education etc.).
The target group of the project is made up of vulnerable people, predominantly Roma ethnics, but also non-Roma people facing similar problems, as well as professionals from local public services or informal community structures that advocate for the improvement of the Roma situation.
Activities includes setting up the community assistance centre by purchasing, and endowment of a modular structure with this destination, provision of community healthcare services for 400 people (of which at least 300 are Roma), the implementation of an education program for health for 300 beneficiaries regarding disease prevention and increasing access to services medical, the training of 10 specialists and volunteers in working with people of Roma ethnicity.
Summary of project results
The population of Ion Corvin commune, Constanța county, faces difficulties in accessing social and public health services based on their real needs. The lack of health insurance, the lack of medical personnel and medical offices, discriminatory attitudes of medical personnel, the inability of local authorities to effectively manage the community healthcare network are factors that affect the health status of the population. The Roma population is one of the most vulnerable groups confronted with a high degree of exclusion from preventive and curative medical services.
The project aimed to increase access to basic medical services and other community care services for the Roma population from Ion Corvin commune.
Even though the project did not reach 100% of the proposed targets for some of the indicators due to difficulties related to the availability of medical personnel and poor local organizational capacity, it has achieved its objectives.
Through the project, a modular structure was purchased and equipped with the destination of a medico-social assistance center for the vulnerable people of the commune.
The center''s staff conducted a census of the population, identifying persons with medical and /or social problems. Services provided included mediating the relationship with family doctors, medical consultations and referrals to specialists, support and mediation services for obtaining identity documents, home visits and counselling for parents to encourage school participation and prevent school dropout).
Health education sessions were organized with the participation of women and girls from the locality (housing hygiene, personal hygiene, patients'' rights, newborn care, care of pregnant women and lactating mothers).
Actions to inform and educate the population on topics of general interest (e.g., vaccination, family planning, health education and disease prevention actions, mobilization of beneficiaries to participate in vaccination programs, prophylactic medical checkups, etc.) were carried out including through information campaigns, in which the center''s specialists actively participated
A number of 304 disadvantaged Roma people benefited from health information within the 3 campaigns organized within the project, 92 received medical services and 85 received integrated services. Also, 10 specialists and volunteers were trained in working with Roma people.
The project made a significant contribution to the increase of Roma inclusion by setting up a medico-social assistance center to provide basic medical services to vulnerable individuals as well as support services to access the services provided by public institutions (social, employment, education, etc.).
