Description

The general objective of the project is to develop a set of documents and a methodology for the implementation, monitoring, evaluation and control of the actions proposed in these documents, which will lead to the reduction of the impact on the environment of the activity of public authorities, economic agents and the population, at the level of Pitesti Municipality.

The general objective will be achieved by achieving the following specific objectives:1. Elaboration of a Climate Change Mitigation and Adaptation Strategy in the Municipality of Pitesti, which also contains the plans for related measures.

2. Organization of workshops for consulting the relevant factors regarding the identification of the issues addressed by the Strategy and the measures to solve the identified problemsThe workshops have the role of consulting the relevant stakeholders.

3. Development of a study to identify areas at high risk of climate change and measures to minimize these risks, including green-blue urban planning measuresThrough this study, the aim is to identify those areas that can lead to the creation of environmental risk situations. This study will be included in the Climate Change Mitigation and Adaptation Strategy in Pitesti Municipality. 

4. Elaboration of a study regarding the identification of areas with low rainwater drainage capacity. This study will identify those areas where rainwater accumulations are created with a negative impact on the urban environment, and require specific drainage measures and an increase in the capacity to collect rainwater.5. Elaboration of a study for the realization of the necessary infrastructure for the passage of overhead cables underground

6. Establishing a mechanism for monitoring and controlling the proposed actions

7. Assigning a team responsible for monitoring and implementing the strategy

8. Establishing some physically and temporally sized objectives, in order to start the proposed actions.

Summary of project results

Increasing the local authority''s capacity to implement sustainable and climate-responsible public policies, by defining issues related to climate change with local impact, developing a set of documents, identifying mitigation and adaptation solutions to climate change, as well as the development of a plan of measures to implement the actions proposed in these documents, which will lead to the reduction of the negative impact on the environment generated by the anthropogenic activities developed by public authorities, economic agents, population at the level of Pitesti Municipality.

The project aimed at increasing the capacity of the local authority to develop and implement sustainable public policies for climate change adverse effects,  by developing a Mitigation and Adaptation Strategy to Climate Change at the level of the Municipality of Pitesti, including Action Plans and related green-blue measures, based on:

  • Identification of the main environmental risks at the level of Pitesti Municipality;
  • Developing a set of green-blue measures to prevent potentially dangerous situations for the environment, the implementation of which will reduce the negative impact on the environment and the carbon footprint of the locality;
  • Identification of the relevant actors in the process of minimizing climate effects by implementing the measures proposed through the green-blue measures plans;
  • Identification of possible relevant funding sources, which support the implementation of identification measures, and,
  • Elaboration of a Mitigation and Adaptation Strategy to Climate Change at the level of the Municipality of Pitesti (https://www.primariapitesti.ro/uploads/pages/files/Strategia_de_Atenuare_si_Adaptare_la_Schimbarile_Climatice_%C3%AEn_municipiul_Pitesti.pdf) , including the Action Plans and related green-blue measures, which include the information and technical results of the studies carried out.

Increasing the level of information and awareness of the citizens of the Municipality of Pitesti regarding the mitigation and adaptation measures to climate change contained in the Strategy and Action Plans regarding climate change was achieved through an information dissemination activity throughout the project implementation period . by creating and updating the project website (https://www.primariapitesti.ro/elaborarea-planului-de-atenuare-i-adaptare-la-schimbarile-climatice-al-municipiului-piteti-p2069), as well as through posts on the city hall''s social media channels.

The implementation of the project activities led to the following achievements:

  • study regarding the identification of areas with a high risk of climate change adverse effects in the ​​Pitesti Municipality area;
  • study regarding the identification of areas with low rainwater drainage capacity in the ​​Pitesti Municipality area;
  • feasibility study regarding the underground burying of electrical/telecommunications cables in the ​​Pitesti Municipality area;
  • 5 workshops with the relevant decision-making factors for consultation and identification of targeted actions to reduce the impact on the environment at the level of the Municipality of Pitesti;
  • the development of a Mitigation and Adaptation Strategy to Climate Change at the level of the Municipality of Pitesti, as well as Action Plans and related green-blue measures, which include the information and technical results of the studies carried out.

The information activity regarding the progress of the project activities was brought to the general public attention through 2 press releases, the permanent updating of the project website https://www.primariapitesti.ro/elaborarea-planului-de-atenuare-i-adaptare-la-schimbarile-climatice-al-municipiului-piteti-p2069, and through the creation and distribution of a brochure presenting the project (https://www.primariapitesti.ro/uploads/pages/files/Brosura.pdf).
