Development of the sustainable Energy Action Plan of Drobeta Turnu Severin and of the Environment Action Plan at Mehedinti level

This project aims to improve the state of the environment in ecosystems and reduce the adverse effects of pollution and other human activities, both in the Drobeta Turnu Severin  Municipality and in all Mehedinți County municipalities. The project contributes in a concrete and consistent way to strengthen the capacity of Drobeta Turnu Severin Municipality and Mehedinți County Council to implement and apply European legislation and strategies on improving the state of the environment and reducing the adverse effects of pollution.

The project specific objectives include improving the state of the environment in the municipalities of Mehedinți County, by elaborating plans for mitigation and adaptation to climate change; increasing the capacity of local mitigation and adaptation to a changing climate; raising awareness by conducting an information-awareness and educational campaign promoting measures to mitigate and adapt to climate change, as well as 3 events of civic action for public involvement and participation; reducing vulnerability to the consequences of climate change by identifying deficiencies for public energy consumption belonging throughout monitoring and keeping track of utility consumption in public buildings belonging to Drobeta Turnu Severin Municipality,  Mehedinti County and to project partners.

The main project results are the Strategy and Plan for Climate Change Mitigation and Adaptation Measures in Drobeta Turnu Severin Municipality and the Strategy  and Plan for Climate Change Mitigation and Adaptation Measures at the level of Mehedinti County municipalities.

The direct and indirect beneficiaries include public authorities, the population located near the Municipality of Drobeta Turnu Severin and the population transiting the areas covered by the climate change mitigation and adaptation plan.

Summary of project results

Defining the problems and identifying the solutions to adapt to climate change, both at local and regional level, to reduce vulnerability to the consequences of climate change, in order to develop: (1) Climate Change Mitigation and Adaptation Plans at the level of Drobeta Turnu Severin Municipality, and, regionally, (2) the Climate Change Mitigation and Adaptation Plans at the level of Mehedinti County.The project followed the implementation of 4 main activities, respectively:A1. Elaboration of strategies and plans for measures to mitigate and adapt to climate change - at the level of Drobeta Turnu Severin municipality, and, at the level of municipalities in Mehedinți County;2. Organizing workshops of consulting interested decision-makers, to define issues and solutions for adapting to climate change with impact both at the local and regional level;A3. Conducting campaigns and events to promote climate change mitigation and adaptation measures, in order to increase public awareness of climate change adaptation: (i) organization and running of the information, awareness and educational campaign that promotes measures to mitigate and adapt to climate change; (ii) Organizing and running events promoting civic actions.Implementation of project activities conducted to concrete results, as:- identifying the deficiencies and prioritizing the necessary investments to reduce vulnerability to climate change consequences, by minimizing energy consumption and utilities in public buildings belonging to the Municipality of Drobeta Turnu Severin and Mehedinți County (acquisition of 2 web applications and 8 thermal imaging cameras for monitoring and keeping records of utilities/energy consumption in public buildings); -Strategy and Plans for measures to mitigate and adapt to climate change in Drobeta Turnu Severin Municipality (https://primariadrobeta.ro/2024/02/strategia-si-planul-de-masuri-de-atenuare-si-adaptare-la-sc-dr-tr-severin/);- Strategy and Plans for measures to mitigate and adapt to climate change at the level of municipalities in Mehedinți County; - organizing workshops for the consultation of interested factors (public, private entities and civil society), discussing and defining the issues and solutions for adapting to climate change consequences;- civic action events and campaigns to increase public awareness regarding the impact of climate change and the need for measures to mitigate and adapt to climate change in Drobeta Turnu Severin Municipality and Mehedinți County;- informing the public by creating advertising materials: 3 roll-ups and 700 leaflets about the project and the EEA Grants; 1 video spot about the importance of climate change mitigation measures and its distribution in schools; 2 press releases regarding the project implementation; 2 press conferences.The implementation of the project''s activities facilitated/led to meetings in which local and regional authorities, together with stakeholders, discussed and shared experience and best practices regarding environmental issues and long-term energy planning, as well as discuss, define the issues related to climate change impact and identifying solutions for adapting and mitigate the climate change effects, in connection with the EU climate and energy objectives.Thus, the following project results were achieved:- Strategy and Plans for measures to mitigate and adapt to climate change in Drobeta Turnu Severin Municipality.- Strategy and Plans for measures to mitigate and adapt to climate change at the level of municipalities in Mehedinți County, as well as- investments in equipment that contribute to the identification of projects of public interest, with an impact on energy consumption in public buildings in the Municipality of Drobeta Turnu Severin.Within the information, awareness and educational campaign, as well as within the social action events (3 events), the 2 partners, UAT Drobeta Turnu Severin Municipality and the County Council developed actions to protect the environment, trying to attract a number of greater of participants,. Thus, some information campaigns were carried out in schools, encouraging a growing number of voluntary children to get involved in protecting water resources, in waste recycling, through open lessons, of the "experiment" type, in the purpose of increasing awareness of the importance of "clean environment" among the young generation.In addition to events and campaigns, the general public was informed through various advertising materials created (3 roll-ups and 700 leaflets; 1 video spot about the importance of measures to mitigate climate change and its distribution in schools; 2 press releases (https://primariadrobeta.ro/wp-content/uploads/2022/07/CP_post_conferinta_PAED-DROBETA_11.07.2022.pdf; https://informatiadeseverin.eu/fonduri-norvegiene-pentru-adaptarea-la-schimbarile-climatice-la-severin/); 2 conferences of press).
