Description

The international strategy of Babes-Bolyai University includes the extension of the cooperation with European Universties, including Norway. The Erasmus+ program facilitatea the increasing number of mobilities between Romania and European countries. However the results obtained with Norwegian universities are not very good taking into consideration the results obtained with other countries.In the first year 2009/2010 of implementation of the EEA grants in Romania we managed to send 9 outgoing students, and we do not receive any incoming mobility. In the last year of EEA grant implementation we had 22 outgoing students, 4 academic staff incoming mobilities and 4 outgoing staff mobilities.In 2016/2017 we had 400 incoming students, and one student from Norway. We also had 400 incoming academic staff in teaching and staff training, none from Norway. We have send 360 outgoing teaching and staff training mobilities, none in Norway in 2016-2017. The reason are the absence of a financial support and the lack of common activities.In this project we proposed to realize student and staff mobilities between Babes-Bolyai University and the following Norwegian universities: Universitetet Bergen, University of Agder, University College of Southeast Norway, Lillehammer University College, University of Oslo, Universitetet I Tromso Norges Arktiske Universitet, Norwegian University of Science and Technology si Volda University College.

Project challenges: the restriction established in the project, the interruption of the financial support for several years, etc.The financial support will help the students and teachers from Romania to realize mobilities in Norway, mobilities that the Erasmus grant cannot cover properly.For the incoming mobilities to Romania the grant will be an incentive to organize the mobilities. We realized that the cooperation will increase slowly because of the cultural difference which can be handled only through a high number of joint activities.

Summary of project results

The project was needed in order to develop the cooperation''s between universities from Romania and Universities from Norway. The cost o living in Norway generates low number of mobilities in the Erasmus program because the beneficiaries struggle with the managing the grant to support the cost of living.
The objectives proposed were:
- to increase the number of outgoing students
- to increase the number of incoming students
- to increase the number of outgoing academic staff
- to increase the number of incoming academic staff
- to increase the quality of the mobilities
The activities that were implemented are:
- dissemination of the opportunities
- register the applications of the candidates for the grants
- the selection of the students and academic staff
- organisation of the mobility
- recognition of the mobility period
- monitoring activities
- evaluation activities
The results obtained are:
- 10 outgoing students
- 5 outgoing academic staff
Unfortunately, we did not manage to have incoming beneficiaries in this project. The grants offered made possibility for the beneficiaries to benefit of this mobiltities. Without EEA grants the number of exchanges mobilities is quite low.

Summary of bilateral results

Exchanging students and academic staffs without signing a bilateral agreement is impossible at university level because in case of the students the bilateral agreement is the technical support that allows:- the students to be absent from their classes for a semester- offer the full support of the university to develop the mobilities- ensure the credit recognition of the mobilities- motivates the absence from work of the academic staff- ensure the proper organization of the mobilities- enhance the implementation of the resultsWe are planning to continue the cooperation with the partners universities under the Erasmus program and EEA grants. We also developed new types of cooperation between our university and some universities from the partner countries.
